| Rural environment governance is a critical aspect of the "Three Rural Issues" and an important livelihood issue.It not only affects the happiness and satisfaction of rural residents but also relates to the achievement of the goal of rural revitalization.As the basic unit of rural revitalization,county-level villages play an essential role in the process.Therefore,the governance of the rural living environment in county-level villages is particularly crucial.In the traditional governance process,there are challenges such as significant government financial pressure,high dependence of villagers,and limited resource acquisition channels.This urgently requires seeking new paths to improve the effectiveness and level of rural environment governance.In recent years,scholars have paid particular attention to exploring new paths for rural environment governance through multi-party cooperation.In the process of transitioning from traditional governance to multi-party governance,it is particularly important to promote the effective role of various parties in the multi-party governance of the rural living environment,balance the interests of all parties,and achieve equal consultation and joint construction of a new situation for sharing the rural living environment.This article takes J Village in P County as a case study and uses methods such as literature analysis,empirical research,and case studies to investigate and analyze the current situation and challenges of multi-party governance of the living environment in J Village.The study found problems such as excessive government guidance,lack of villager awareness,insufficient participation of township enterprises,insufficient promotion of social organizations,and inadequate organizational power of the village committee.Based on the case of J Village,the article further analyzes the causes of the challenges of multi-party governance of the living environment in county-level villages,including deep-rooted traditional governance concepts,imbalanced population elements of villagers,differences in the status of multi-party participants,conflicts of interests,and insufficient supply of multi-party governance systems.In response to the causes of the challenges,this article proposes specific measures from five aspects: reshaping the concept of multi-party governance,stimulating villager participation potential,clarifying the responsibilities of multi-party participants,coordinating the interests of all parties,and optimizing multi-party governance mechanisms,aiming to promote the development of multi-party governance paths for rural living environment in county-level villages. |
