Study On The Collaborative Path Of Habitat Improvement Of “Red Village” Under Rural Revitalization

"Rural revitalization should not only focus on the shape of the rural area,but also bestow upon it special meaning." As a unique cultural resource,red villages have a unique significance in the process of implementing rural revitalization.Starting from 2020,the Organization Department of the CPC Central Committee and the Ministry of Finance plan to build around 1,000 red villages nationwide.Carrying out human settlement environment governance in red villages not only has positive significance for inheriting red culture,but also can effectively improve village appearance.However,there are obvious differences between the construction of red villages and the construction of other villages.We should not only deepen the normal work and measures for the governance of rural living environment,but also adhere to the principles which consists of not demolishing major construction,paying attention to scientific planning and fully exploring the characteristics.At present,the importance of human settlement environment governance has arose much more attention.Although the living environment of red villages has been greatly improved,but there are still some problems such as unbalanced work progress,incomplete environmental remediation,inadequate public participation,and imperfect long-term mechanism.The dirty and messy phenomenon is still prominent in some towns and villages,which still falls far short of the goal of building a "five beautiful" countryside and the expectations of the people.The theory of collaborative governance focuses on giving full play to the role of multiple subjects in the governance process.In this paper,the author try to apply the collaborative governance theory to the governance process of improving human settlement environment in red villages to figure out the methods to arouse the subjects’ enthusiasm and their strengths to form joint governance,so as to solve the current governance difficulties and constantly improve the governance level.Therefore,this paper mainly takes the human settlement environment governance of Red village of Jishui County as an example.Through the collation and analysis of relevant literature at home and abroad,this paper understands the current research status of the construction of red villages at home and abroad,and lays a theoretical foundation for the future research.By consulting the government website,looking up government documents,conducting questionnaires and interviews with relevant town government personnel,village cadres,villagers’ representatives and other subjects,this paper analyzes the main contents,participants and existing problems of human settlements environment governance in Jishui County’s red villages.Through the analysis,it is found that the human settlements environment governance in Jishui County’s red villages has achieved great results.However,there are still some problems,such as insufficient connection between the construction of red villages and the management of human settlements,insufficient coordination and coordination of the government,single governance subject,and incomplete system and mechanism.After analyzing the reasons,the author believes that the main reasons are insufficient connection between the construction of red famous villages and the human settlement environment governance,the lack of coordination and coordination of the government,the single subject of the human settlement environment governance of red famous villages,and the imperfect system and mechanism.In the author’s opinion,we can optimize the current collaborative governance path of human settlements in Jishui County by enriching the main body of collaborative governance,mobilizing the enthusiasm of the main body of governance,clarifying the functions of the main body of governance,enabling the main body to fulfill its responsibilities and cooperate with each other,enhancing the collaborative consciousness and ability of the main body to participate in governance,and constantly improving the system and mechanism to ensure the effectiveness of governance.The author hopes that the study from the perspective of collaborative governance will not only provide a certain reference for the policy formulation,mechanism establishment and measures implementation of human settlement environment governance in red villages of Jishui County,but also provide reference for other areas with similar situations.
