In recent years,with the deepening of the "double reduction" policy in China’s education sector,the "three-and-a-half" dilemma in China’s primary education activities has become increasingly serious.The "3:30" dilemma refers to the fact that in the education activities of dual-income families,students are generally dismissed from school earlier than their parents’ closing time,resulting in students being left unsupervised for one to two hours after 3:30,which poses a serious threat to their learning activities and even their personal safety.This poses a serious threat to students’ learning activities and even their personal safety.In this context,various after-school service providers have emerged with the aim of solving students’ after-school service problems.With the gradual expansion of this type of market,the education sector and the academic field in China have paid more and more attention to the study of the service quality of primary school after-school service providers.As a result,this article takes the primary school after-school service in District H as a practical case study,and integrates research methods such as literature research method,questionnaire survey method and case study method to study the development of the quality of primary school after-school service in District H.In the course of the research,the article proposes four primary indicators for evaluating the quality of the primary school after-school services in District H based on the CIPP evaluation model,and further proposes eight secondary indicators and 25 tertiary indicators by combining the actual situation of the service activities of the primary school after-school service organisations,and uses the hierarchical analysis method to determine the weights of each indicator.The fuzzy comprehensive evaluation method was then applied to evaluate the quality of after-school services in primary schools in District H.Combining the results of the fuzzy comprehensive evaluation,the study concluded that the problems of the current after-school services in primary schools in District H mainly lie in four areas: insufficient investment,poor teacher team competence,unreasonable curriculum and poor teaching effectiveness.The study further analyses the causes behind the problems,pointing out that the root causes of the problems of after-school services in District H come from inadequate policies in related areas,teachers’ perceptions,inadequate supply of subjects,and lack of feedback channels.As a result,the study proposes specific strategies for solving the problem of after-school services in primary schools in District H in the future,focusing on specific considerations and paths for improvement in terms of clarifying the functions of the services,increasing the participation of various subjects,and improving the legal system.It is hoped that this research will contribute to the optimisation of the service quality of primary school after-school services in District H,and in the wider context,and contribute to the solution of the "three-and-a-half" dilemma at the primary school level in China.
