With the development of modern economy and society,the complex working environment and the difficulty of work have higher and higher requirements on the quality of cadres.The level of cadres’ working ability is not only directly related to the working efficiency and service quality of the government,but also related to the stability and development of the country.Cadre education and training is an important part of the civil service system.It is an important measure to improve the quality of civil servants,establish and optimize a clean and efficient civil service team,and improve the efficiency of government work.Cadre training evaluation,as an important part of cadre training activities,plays an important role in the training system.If the cadre training evaluation can not keep up with the changes of the situation and tasks,it will inevitably lead to the blindness and randomness of cadre training in the formulation of strategies and the implementation of training,which will directly affect the effect of civil servant training.However,the current research in the field of cadre training evaluation in China is still in the exploratory stage,and the practical research is only in the level of post-evaluation,and the lack of a comprehensive and systematic evaluation system leads to the lack of scientific and accurate evaluation results of cadre training.Based on the CIPP evaluation model,this paper discusses how to make cadre training evaluation more targeted,more comprehensive and more effective.Based on the current historical background,as well as the current theoretical research and practical situation,this paper expounds the theoretical and practical significance of cadre training evaluation combining with the CIPP evaluation model at the present stage,and summarizes the relevant research status of training evaluation and CIPP model at home and abroad.It clarifies the basic concepts of cadre training,training evaluation and CIPP model,and on the basis of introducing the CIPP model,analyzes the feasibility of applying the CIPP model in China’s cadre training evaluation.Then,J S province cadre institute,for example,through questionnaire survey,interviews and other forms,view and found that the current cadres training evaluation work in the background of evaluation,evaluation of input,process evaluation and result evaluation of the problems existing in the four stages respectively,and analyzes the problems of each part,and then based on CIPP model,from the four stages,respectively,corresponding improving measures are put forward,in order to further improve the cadres training evaluation work,and improve the quality of cadres training,enhance the cadres training effect.It is hoped that the research of this topic can arouse the attention of relevant departments and units to the cadre training evaluation work,and provide some reference for improving the cadre training evaluation work. |
