Construction And Empirical Research On The Evaluation Index System Of Government Purchase Of Event Services Based On The CIPP Theory

The government’s purchase of sports public services has become an important model for the supply of sports public services in China at this stage.The evaluation of the government’s purchase of sports public services can effectively improve the efficiency of supply and the quality of services.This study takes the construction of the government purchase event service evaluation index system as the research object.According to CIPP theory,using literature method,logical analysis method,questionnaire survey method,Delphi method,analytic hierarchy process and other methods,it builds a government purchase event service evaluation index system,and uses 2021 Cycling round Poyang Lake Elite Race.The elite competition conducted an empirical study for the case.On this basis,it put forward policy suggestions to improve the government’s purchase of event services.The conclusions are as follows:(1)According to CIPP evaluation theory and stakeholder theory,a government purchase event service evaluation framework covering four dimensions: project establishment,organization selection,service supervision and service effectiveness has been established.The four basic principles for the construction of the index system are mainly proposed: the combination of objectivity and systematism,the combination of feasibility and operability,the combination of comprehensiveness and specificity,and the combination of static indicators and dynamic indicators.(2)The Delphi method has been used to build a government purchase event service evaluation index system consisting of 4 primary indicators,12 secondary indicators and 58 tertiary indicators.(3)Analytical Hierarchy process is used to determine the weight of the index system.The weights of the four-dimensional indicators are: project establishment(0.2819),organizational selection(0.1504),service supervision(0.3677),and service effectiveness(0.2000).(4)An empirical analysis of the 2021 Tour of Poyang Lake Cycling Classic,the government’s assessment score of the Tour of Poyang Lake Cycling Classic is 80.53 points,which is at a good level.(5)At the end of the paper,the policy suggestions for improving the government’s purchase of event services include: establishing a dynamic evaluation system and implementing the dynamic evaluation of the whole process;strengthening information disclosure and improving the image of the government;strengthening multi-subject evaluation and improving public participation;establishing demand communication channels to improve the level of service.
