| As a large traditional agricultural country,rural governance is an important issue related to the healthy development of rural economy and society.In recent years,China’s rural governance has been continuously innovated and the level of rural governance has been increasingly improved,which has laid a solid foundation for China’s rural revitalization and other efforts.On the other hand,there are still certain problems in China’s rural governance,such as single and unbalanced governance,and insufficient synergy of self-governance,rule of law and moral governance,which seriously affect the effectiveness of rural governance.Rural governance is the basic unit of national governance,which needs to face different situations of rural society and peasants.The complexity of governance is outstanding,such as the plurality of governance subjects,the diversity of governance powers,the differences of governance objects and the variability of governance matters.The complexity of governance makes it difficult to follow a certain model or policy in rural governance.The integration of moral governance,autonomy and rule of law is a new governance model that has emerged in China’s rural governance practice in recent years,which plays an important role in enhancing the effectiveness of rural governance and realizing the rural revitalization strategy,it is still necessary to explore and improve how to realize the full integration of the "three governance" in practice,so as to promote the development of rural governance based on local practices.Based on the theory of multi-governance and collaborative governance,this paper uses literature research,case study method and interview method to systematically study the current situation and problems of the integration of "three governance" in China’s rural governance,taking the demolition of village X in 2020 and the general election of village committee in 2021 as examples.The main existing problems are: first,the age of the grassroots leadership team,the lack of knowledge reserves and the lack of reserves lead to the weak leadership role of the grassroots party branch;second,the villagers’ lack of modern awareness of the rule of law and the lack of self-governance services of the village committee lead to insufficient participation in villagers’ self-governance;third,the mixture of tradition and modernity.The traditional moral governance ideological constraints and the decline of moral governance culture lead to the weakening of the rule of law;Fourth,improve the governance strategy of "three governance fusion",clarify the responsibilities and authority of local governments and village committees,and optimize the operation of supporting systems;fifth,on the basis of strengthening theoretical innovation,rule of law and moral governance;Fifth,on the basis of strengthening theoretical innovation,and then optimizing the "three governance fusion" governance system. |
