| "Half past three" problem has plagued the people for many years,in order to solve this problem,let parents smooth transition between the time and the child’s school time from work safety,general office of Ministry of Education in our country in 2017 introduced a general office of the Ministry of Education of primary and middle school students after-school service work guidance "(teach one hall [2017] no.2),then all over the country have also introduced after class service policy,service work after class.In 2018,the Education Bureau of J City issued the Implementation Opinions of the Education Bureau of J City on Doing a Good Job in the After-class Service of Primary Schools,and launched the after-class service of primary schools throughout the city.Smith in the policy implementation process model and first class service to applicability analysis process of policy implementation,using the process model as a tool to simulate J city primary school class service policy execution,as samples with J city elementary school,through the questionnaire survey in the form of J city primary school class service policy implementation details,find out problems: after-school service organization form of the single;The after-school service content is not rich;The front-line personnel participating in after-class service perform perfunctory;Lack of supervision of after-school service policy implementation;Limited resources for after-school service policy implementation.Secondly,the reasons are summarized from the four important factors of policy implementation in the model.The after-school service policy system is not yet perfect,and the supporting systems of funding sources,awards,compensation and evaluation,and content implementation all need to be established to form a system following the after-school service policy.The implementation agency of after-school service policy does not pay enough attention to after-school service policy,lacks in-depth understanding,the relevant systems and programs are not perfect,the front-line personnel are too burdened and the policy propaganda is not in place;The target group of after-school service policy has an incomplete understanding of the policy and thinks that the implementation of the policy has nothing to do with themselves.In the implementation environment of after-school service policy,the support of institutional factors is not enough,and the participation of social groups is not high.Finally,the countermeasures are put forward: from the policy level,improve the source of after-school service funds,the incentive mechanism for front-line personnel and the detailed rules for the selection of after-school service content,and form the institutional guarantee system of after-school service policy;strengthen the executive ability of policy implementation agencies,give play to the leading role of the government,form a multi participation after-school service system,and reduce the work burden of in-service staff through multiple channels,Strengthen the dominant position of the school,enrich the content and form of after-school service,form a multi regulatory system of after-school service management through cooperation;publicize the development value of after-school service to the target groups of after-school service policy,guide parents to participate in after-school service work;increase financial support from all walks of life,establish off campus integration channels,encourage social groups to participate,and form a system To optimize the implementation environment of after-school service policy. |
