The study of community governance for relocated poverty alleviation and is an important issue in the modernization of grassroots governance system and governance capacity,"resilient governance" is regarded as a new direction to promote the modernization of community governance,and studies have been conducted on both from multiple perspectives,at multiple levels and in multiple fields.However,there is a lack of research on the application of resilience perspectives to the governance of relocated communities,exploring both the universality and the specificity of governance.The study intends to analyse the current problems of community governance by combining existing research and the specificity of relocated communities,and to explore the logic of action and the key paths of resilient community governance by incorporating multiple actors into a common community governance field,and obtains the following findings.First,in the governance practice of relocated communities where construction logic is superior to governance logic,the specificity and complexity of residents’ composition,the heterogeneity and diversity of governance needs and goals,and the uncertainty of the risky social environment inside and outside the community system make it difficult to quickly enter the conventional governance process,so that the communities are vulnerable to the structural risks of "livelihood de-embedding","cultural fault","social stability",and "spatial decay".Second,resilience theory is applicable to the field of community governance for poverty alleviation and relocation,and the introduction of resilience theory and structural functionalism theory into community governance research is conducive to the process of analyzing the structural transformation and functional satisfaction of community systems,grasping the development rules and trends of communities as social grassroots governance units,and explaining the structural patterns and basic functions of community systems to achieve new equilibrium states when effectively coping with internal and external pressures.Through the mechanism of community governance’s structural resilience and functional resilience and the governance logic of their interaction and adaptation,the two questions of how resilient community governance is possible and how it can be achieved are explained.Third,the structural resilience dimension analyzes the sources of the elements of community resilience,including the three main dimensions of "subject-institution-goal" to respond to the question of "how resilient governance is possible in relocated poverty alleviation community ".The role positioning and collective action of multiple subjects realize the subject resilience of community governance dynamics,and through the flexibility of formal and informal systems,they jointly shape the institutional logic of community governance,effectively undertake the top-down governance tasks and respond to the endogenous needs of relocated groups through the dynamic redundancy of task division and prospect prediction.Fourth,the functional resilience dimension responds to the question "What can be done for resilient governance in relocated poverty alleviation community" through the community resilience functional progression of "antecedent resistance","stable recovery" and "adaptive autonomy".The poor groups can break the "spatial poverty trap" by planning to relocate to the city and gain the antecedent resistance to cope with poverty;they can achieve livelihood sustainability in the reconstruction of livelihood capital and the development of collective economy,and gain the stable resilience to cope with the risk of returning to poverty;the operation of community governance structure gives rise to the function of adaptive autonomy,and gradually achieve the governance goals of "being able to move","being stable","being able to get rich" and "being able to integrate".
