Research On Strategies To Enhance Community Resilience From The Perspective Of Risk Governance

The diversity of risk causes in modern society,the complexity of risk transmission paths and the cascade effect of risk consequences make the uncertainty of risks increase sharply.Traditional urban risk governance system has been difficult to meet the demand of modern governance,the introduction of the resilience theory provides a new idea for improving the governance ability of uncertain risk.Resilience is a new concept of public security governance.It does not aim at avoiding and eliminating risks,but emphasizes the coexistence of communities and risks.It can adjust and adapt to risks by enhancing the capacity building of community subjects,so as to maintain the basic functions of communities and buffer the impact of risk when risks come.Community,as the basic unit and the forefront of urban risk governance,its risk governance performance will largely determine whether the city can operate safely.Therefore,how to build and cultivate community resilience to enhance community risk governance ability and reduce the loss caused by risk disasters is an important topic for the healthy development of cities.Based on this,the thesis deeply analyzes the mechanism of community resilience in coping with risks,as well as the composition and influencing factors of community resilience.On this basis,the logical analysis framework of community resilience is constructed and the theoretical foundation of the whole thesis is laid.In addition,by summarizing the epidemic prevention strategies of Z community and X community,the key factors affecting community resilience were concluded,namely,organizational resilience,institutional resilience,social resilience,technical resilience and spatial resilience.This proves to be consistent with the analysis of the logical framework of community resilience,thus enhancing the scientific nature and applicability of the theoretical framework.In recent years,Beijing,Shanghai,Shenzhen and other major cities have carried out practical activities to foster urban and community resilience,setting a benchmark for the construction of urban and community resilience.In order to understand the real situation of the construction and cultivation of community resilience in China,questionnaire survey was used to investigate the current situation of community resilience against COVID-19 in China.Through data analysis,it was found that there are still many deficiencies in the construction of community resilience in China compared with Beijing,Shanghai and other big cities.Combined with the theoretical framework and China’s national conditions,this thesis explores the causes of insufficient community resilience,and finds that the rights and responsibilities of the community are not equal and the coordination mechanism is not sound;the lag of system transformation and the lack of learning mechanism;social capital disperses,risk education is absent;technical control suspension,insufficient risk information sharing;the lack of redundant planning and the difficulty of sinking emergency resources are the key factors that restrict the improvement of community resilience.For the above reasons,this thesis summarizes some feasible suggestions to enhance community resilience and further enhance community risk governance ability from the following five aspects: constructing multi-community collaborative risk governance mechanism,perfecting risk governance system,enhancing social participation consciousness and ability,strengthening technology empowerment,and doing a good job in community forward-looking planning.
