With the rapid advancement of urbanization and the transformation and upgrading of the social structure,uncertain events such as natural disasters,virus spread,and ecological deterioration are threatening our environment for survival and the safety of the community system.Community resilience can strengthen the level of community governance to adequately cope with the complex and variable risks in a risky society.Therefore,improving the characteristics of community resilience has attracted the attention of social science scholars.The study is dedicated to developing a comprehensive evaluation index system for community resilience,and quantifying the characteristics of community resilience,especially to make up for the deficiencies in the quantification of social networks in communities in previous studies.This is conducive to improving the general resilience of the community in responding to various uncertain events and discovering the lack of current community governance in the horizontal and vertical directions.Community has become a unique "field" of theory and practice in the researches of resilience.At present,scholars in various countries have carried out a lot of work on community resilience.However,social networks,a resource that strongly affects system resilience,have not been fully utilized.And key concepts in community resilience are ambiguous and conflicting.Through the integration and analysis of relevant literature,the study aims to improve community resilience,summarizes the consensus and differences of the concept,function,and structure of community resilience,and constructs an interpretation framework for community resilience from the perspective of social networks.The establishment of the framework is conducive to a multi-scale re-understanding and clarification of the interaction between the subjects in the community.Secondly,based on the principles of scientificity,applicability and feasibility,the community resilience impact index was designed.Six interactive relationships will be identified: vulnerability,cultural value orientation,performance evaluation,participatory governance,community relations,and community collaboration as the first-level indicators.Through the demonstration of the literature,21 secondary indicators have been set up to accomplish a community resilience evaluation system.Furthermore,the study uses the most representative COVID-19 event among uncertain events to conduct actual surveys on communities under Dalian Bay Street in Dalian City,and select 6 housing plots under typical 4 communities.Combining the questionnaire data,the entropy method is used to calculate the index weight.Finally,a comprehensive evaluation of community resilience is carried out,and the evaluation results are analyzed and compared to provide a basis for the subsequent enhancement of community resilience.Based on the concept of resilience and disaster prevention and the above research results,enlightenment for improving community resilience are proposed from the current management level and situation. |
