After the comprehensive poverty alleviation in 2020 s,rural revitalization has become an important foundation for consolidating the achievements of targeted poverty alleviation.As the backbone of the rural revitalization strategy,College Students’ Village Officials shoulder the important task of grassroots rural governance and play an important role in leading,demonstrating,coordinating and implementing.How to formulate a more scientific incentive mechanism for college students’ village officials,and create a strong rural revitalization talent team,so as to inject a steady stream of rural revitalization are vital.It is particularly important to continuously consolidate and develop the role of college students’ village officials in the development of rural revitalization with continuous fresh blood.In order to attract and retain outstanding college students to work at the grassroots level,corresponding incentive policies have been introduced all over the country,and good incentive effects have been achieved.However,there are still many problems in the implementation and development of the rural revitalization strategy,the first of which is the problem of talents.Secondly,village cadres and secretaries are older,and they have lower education levels,more rigid ideas,so they cannot keep pace with the times in rural construction.The "Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing the Strategy of Rural Revitalization" proposes to strengthen the construction of rural grass-roots organizations and pay attention to the introduction of talents from colleges and universities to work in rural areas.General Secretary Xi Jinping emphasized: "We must encourage more people to show their talents in the vast rural land,and build a dynamic team for rural revitalization." College student village officials,as a new force,are the "living cells of the grassroots",which is also the "front-line force" of rural construction.In this regard,the "Central No.1 Document" issued and implemented "one college student in one village",and let college student village officials actively realize the tasks of rural development,rural construction and rural governance.How to activate the main vitality of college students’ village officials in rural revitalization,accelerate the effective connection between poverty alleviation and rural revitalization,and further promote the comprehensive realization of rural revitalization has become a major realistic proposition,which requires further improvement and implementation of the corresponding incentive mechanism.Stimulate the positive potential of college students’ village officials to help rural revitalization wholeheartedly.Based on the "Economic Man Hypothesis" and the three major incentive theories,this thesis investigates the current situation of college student village officials’ incentives in W County,J Province by means of literature research method,questionnaire survey method and interview method,analyzes the problems existing in their incentive mechanism,and finally proposes a countermeasure that integrates exogenous incentives and endogenous incentives.Affected by the epidemic,the questionnaire survey was conducted in the form of online questionnaire,and a total of 82 valid questionnaires were covered.The questionnaire survey was divided into two parts: The satisfaction of the college students’ village officials in W county with their incentive mechanism;The attitudes of the two village committees and villagers in W county to the village officials.The content of the questionnaire included eight aspects: Questionnaire of motivation to apply for the examination;Questionnaire of demand satisfaction;Questionnaire of incentive mechanism attention content and expectation questionnaire;The impact of improving incentive mechanism on college students’ application;The statistics of overall satisfaction of college students’ village officials to their work;A questionnaire on the motivation factors of the village officials’ work among college students in W County;A questionnaire on the attitudes of the village committees and villagers towards the village officials.After analyzing and screening the questionnaire data,the obtained questionnaire data are presented in the text in the form of graphs.The interview was also divided into two parts,which was based on the questionnaire to further understand the incentive situation of college students’ village officials in W County.The content of the interviews included: the village officials’ satisfaction and opinions on the local incentive mechanism,the attitudes of the two village committees and villagers towards the village officials.In the process of questionnaire and interviews,it is found that the current problems of the incentive mechanism for college students in W County include: Regional differences in salary and benefits;Inadequate environmental incentive measures;Single training content and form;Imperfect assessment system.Analyzing the internal causes of its existing problems and proposes targeted exogenous and endogenous incentive countermeasures based on the "economic man hypothesis" and the three major incentive theories.Exogenous incentive countermeasures include: Moderately increasing the level of material incentives and narrowing regional differences;Improving the working and living environment;Improving the construction of basic road facilities and enhancing road safety;Improving the training system;Strengthening the connection between villagers and village officials.Endogenous incentive strategies include: Publicizing the outstanding deeds of college students’ village officials;improving the promotion system and making future career plans;Enriching the humanistic care for college students’ village officials;Improving the incentive mechanism for college students’ village officials is conducive to improving the initiative of the work of college students’ village officials in W County,which can truly represent the rural construction and bring more potential for rural prosperity.
