China is in the process of industrialization,urbanization,the development of the economy,the task of improving people’s livelihood is still heavy,the coal-based energy structure in the short term is difficult to completely change.Among them,the consumption of civil bulk coal is relatively large,and the consumption of bulk coal in many places in the north exceeds tens of millions of tons,a large part of which is used as heating fuel in rural areas,causing serious air pollution and having a direct impact on the living environment and personal health of residents.In order to improve air quality and enhance people’s winter heating level and happiness,China has been fully promoting clean heating in Northeast,Northwest and North China since 2016.So far,some areas have entered the closing stage,and the effect of the policy implementation has yet to be tested.In this study,we investigated the implementation of clean heating policy and the effect of its implementation in each village in Y city of S province through questionnaire distribution and telephone interviews.It is found that the overall air quality in the region has been significantly improved,and the heating level of residents has been improved to a certain extent,but there are simultaneous implementation deviations in the process of policy implementation,which are manifested as symbolic implementation,experimental implementation,copying implementation and selective implementation,and these deviations seriously hinder the efficiency of policy implementation and affect the effect of policy implementation.Starting from the specific manifestations of various implementation deviations in Y city of S province,the "ambiguity-conflict" model is used to provide a holistic description of the evolution of ambiguity and conflict in the top-down implementation of the northern winter rural clean heating policy from a new perspective.It also categorizes the state of the policy according to the high or low ambiguity and conflict shown at different stages,and tries to analyze to what extent the lack of dominant elements in the corresponding categories,mainly the element of active participation,the element of decision-making ability,the element of policy implementation environment,and the element of power and communication,affects the final effect of policy implementation,and proposes improvement suggestions for the improvement of the elements at each stage.It is necessary to achieve a balance between ambiguity and conflict in all phases of clean heating policy,so that the same type of livelihood policy can be implemented more smoothly and efficiently.First,a scientific assessment and incentive mechanism should be formed to carry out precise propaganda on policy objectives and implementation plans in order to enhance the participation initiative of policy implementation agents and villagers.Secondly,the decision-making capacity of grassroots cadres should be improved,and an effective internal and external supervision and accountability mechanism should be established to strengthen the supervision and recognition of the public on the basis of scientific decision-making.Once again,more attention should be paid to preliminary research,full upward feedback of public opinion,rational use of regional energy advantages,and maintenance of a smooth development of the policy implementation environment.Finally,the power configuration of the grassroots government departments should be improved,giving the lead department power and authority,and complemented by an intelligent information communication system to achieve open,interactive and shared information.
