Research On Evolution Of Pilot Policy Implementation Types In The Perspective Of Ambiguity-Conflict Model

The "Policy Pilot" mechanism is a policy decision mechanism with Chinese characteristics.The pilot strategy of "crossing the river by feeling the stones" has been widely used in the reform of the political system since it has succeeded in reforming the economic system since the reform and opening up.The system of partial experimentation,summing up experience,improving policies,and spreading implementation of the "Policy Pilot" is regarded as a magic weapon for the Chinese Communist Party to lead the domestic revolution and succeed in reform.At the same time,the market-oriented reform of rural land has not kept pace with urbanization,and there have been prominent problems such as inefficient use of rural land,insignificant economic benefits of land,and incomplete protection of farmers’ rights and interests.Since the Third Plenary Session of the 18 th Central Committee,rural land acquisition,collective business construction land access to the city,and homestead management systems have been selected in 33 districts and counties across the country to conduct local exploration in a "policy pilot" manner.On the whole,none of the "three reforms" in rural land can advance by themselves.The reform of the house site system has become the key to restricting the overall reform.This paper studies the process of creation and implementation of pilot policies by taking the WJ District,the only national “three rural land system” reform pilot in Jiangsu Province.Combining the "Ambiguity-conflict" model,it focuses on the evolution of the four types of policy implementation in this reform case,and discusses the political logic of policy field changes and policy implementation type changes from the vertical and horizontal directions.Through field surveys and in-depth interviews,we communicated with reform designers,executors,and witnesses of WJ districts,towns and villages to clearly demonstrate the process of rural land system innovation.According to the different stages of pilot policy creation and implementation,two different analysis ideas are adopted: policy type analysis and policy type evolution analysis,so as to analyze the creation process of the pilot policy from the perspective of "central-land interaction" and the "local administration" field.Operation process,and put forward feasible suggestions to improve the implementation effect.This paper generates two conclusions.First,the type of policy implementation can be transformed or evolved.The high ambiguity,low-conflict experimental execution of the pilot tasks issued by the central government can be transformed into the low-ambiguity,low-conflict administrative execution of detailed and specific pilot policies issued by the district government.It is highly likely that the demonstration towns and villages will still maintain the administrative execution type and achieve good system implementation results.Demonstration towns and villages easily change the administrative execution type of the district government to the high ambiguity,high-conflict symbolic execution.Finally,through comparison between reforms before and after the reform,it is found that the type of the low ambiguity,high-conflict political execution originally evolved into administrative execution.Second,the evolution of the type of policy implementation is closely related to the four factors of policy environment,policy resources,policy subjects,and policy objects in different policy fields.Coordinated policy opportunities,sufficient policy resources,policy subjects with active subjects,and policy subjects with high recognition are favorable factors to ensure that the pilot policies are maintained at an administrative level.
