The competition between countries and regions is ultimately a competition between talents.With the increasing aging of the population,all places are competing fiercely to attract talents and making corresponding talent introduction policies.In such an environment,although the talent introduction strategy of G city can bring a large number of talents to G city,there are some deviations in the implementation of G city,which leads to a large number of talent loss.For this reason,this thesis explores the deviations and corrections of the implementation of the talent introduction policy in city G in order to better attract more high-level talents.This thesis takes city G as the research object and uses Matland’s "fuzzy-conflict" model,literature analysis and survey research to study the deviations and corrections of talent introduction policies in city G.Firstly,we analyzed the implementation and deviation of the current talent introduction policy in China by using the literature research method;secondly,we analyzed the current situation of the implementation of the talent introduction policy in G city from four aspects:pre-implementation overview,general goal of talent introduction,implementation organization setting,implementation situation and effectiveness.Then,by interviewing and investigating the human resource leaders of talents or enterprises on the implementation of talent introduction policy,we analyzed that the deviation of talent introduction policy in G city is mainly reflected in the rigid way of policy implementation,inadequate policy propaganda,low efficiency of policy cashing,and long policy cashing period;subsequently,we analyzed the ambiguity and conflict of talent introduction policy implementation in G city,and determined that its implementation way is high ambiguity Then,we analyzed the ambiguity and conflict of the implementation of the policy of talent introduction in city G.We determined that the implementation method is a symbolic implementation with high ambiguity and high conflict,and analyzed the factors affecting the deviation of the policy implementation by using the "ambiguity-conflict" model,specifically,the will of the implementation subject,the ability of the implementation subject,the implementation resources,and the improper setting of the implementation rules.Finally,the policy implementation deviations are corrected from four levels: enhancing the implementation willingness of policy implementation subjects,improving the policy cognition and implementation ability of policy implementation subjects,strengthening the coordination and control of talent introduction policy implementation resources,and improving the setting of talent introduction policy implementation rules.This thesis corrects the measurement indexes of the model and the dominant elements of the symbolic implementation according to the actual situation in China,and corrects the "social alliance" in the original "ambiguity-conflict" model with "autonomy of grassroots power",which provides directions for the analysis and adjustment of the subsequent policy implementation deviations in the context of the implementation of the talent introduction policy in G.It also provides a reference for the correction of deviations in the implementation of the talent introduction policy in other cities.
