Education comes first.Education is the foundation of education,is the foundation of power,education shoulders the task of realizing national rejuvenation.After the 19 th National Congress of the Communist Party of China,attaching great importance to the top-level design of basic education,giving priority to education,but also stressing the promotion of education equity,reducing the burden of students in the compulsory education stage is a systematic proposition in the reform stage of basic education,good promotion of primary and secondary school students moral,intellectual,physical,American and labor in all aspects of healthy long-term development,solid progress in China’s education quality development.It is of great significance to speed up the construction of education power.In 2021,China will carry out a new round of work to reduce the burden of schoolwork and off-campus training for primary and middle school students in compulsory education stage.In order to implement the Central Committee’s overall arrangement of "double reduction" policy,local governments will actively respond and ensure the implementation of the policy.In the process of implementation whether can identify and effectively control policy implementation deviation,it needs to focus on.This paper focuses on a new round of "double reduction" policy,focusing on the process of policy implementation,attempts to analyze the process of the deviation of "double reduction" policy implementation by case studies,and on the basis of a brief explanation of the current problems in the implementation of "double reduction" policy,focuses on the analysis of its causes combined with theories.This paper mainly adopts literature research method,field research method,case analysis method and grounded theory to carry out relevant research.It selects the implementation process of compulsory education double reduction policy in Z City of Guizhou Province as a case,combines Martland’s "Ambiguity-Conflict" model as the theoretical basis,and takes policy types and key factors as independent variables to observe the influence on the dependent variable of policy implementation deviation.The main content of this paper is divided into five parts.The introduction mainly introduces the background of the topic selection,research significance,research methods and domestic and foreign literature review of the burden reduction policy for students in the compulsory education stage.In the literature review part,it is important to comb out the deviation of the policy implementation.In the second and third parts,based on the discussion of the dynamic process and attributes of policy implementation,this paper argues that due to the different attributes of policy implementation(fuzziness and conflict)in the process of policy implementation,there are different deviations in policy implementation and different factors affecting policy implementation.Based on this,the grounded theory is used to analyze the text of "double reduction" policy.By extracting the influencing factors of policy implementation,the "Ambiguity-Conflict" model is revised to some extent,and the causes of deviation in the process of dynamic policy implementation are explored from the fuzziness and conflict.The fourth part is the practical application of the revised model,which briefly presents the implementation situation of "double reduction" policy in Z city and then analyzes the process of policy implementation.In the fifth part,it expounds the problems found in the implementation of policy,and the causes and characteristics of deviation in the implementation of policy from the attributes of policy.The research found that after a period of time,the policy of "double reduction" in education has achieved remarkable results,but there are still many problems in the implementation of this policy,such as the enthusiasm of teachers under the policy of reducing the burden,the lack of inter-departmental coordination in the implementation of government policies,the lack of after-school service resources and the absence of parents’ participation,the entrenched miasma of the "only scores" theory,etc.Behind the problem is the discussion of ambiguity and conflict changes in the process of policy implementation.The research believes that policy objectives,text,means,and subject and object of policy are indispensable factors of policy,which have the dual attributes of ambiguity and conflict,and affect the deviation of policy implementation in the process of policy implementation.
