Cognitive Analysis Of Policy Ambiguity In The Process Of Policy Implementation In China

As one of the inseparable attributes of the policy product itself,policy ambiguity plays a profound and extensive role in policy activities.Constrained by the limited rationality of policy activities and the huge cost of searching social facts information,the policy was left blank and the policy became the real state of the policy phenomenon.However,focusing on the field of policy practice,ambiguity and the existence of policy run counter to the ideal bureaucratic system of policy objectives,the division of power and responsibility should be specific requirements,its large amount of ambiguity,wording,boundaries,semantics and norms more and more derived from the implementation of the main accurate identification of policy issues and achieve policy objectives of the great challenge,as a bureaucratic organization engaged in policy activities are difficult to circumvent the obstacles,as a result,ambiguity and policy is regarded as a non-negligible variable affecting the realization of the policy intent.The contradiction between what is and what should be made of this policy makes it necessary for us to clearly and deeply understand the concrete connotation and practical direction of this policy in practice,out of the actual state of the shallow understanding and speculative definition of the policy.For a long time,the definition of ambiguity and policy has basically revolved around the study on the theoretical level.Researchers mostly identify and define the corresponding characteristics of policy ambiguity from the policy text,presenting a heavy static analysis,light Dynamic Empirical Research,especially in the context of China’s unique governance structure and policy implementation of the lack of empirical evidence.Therefore,it is necessary and urgent to clarify the dimension and boundary of the indigenization connotation of the policy and to return to the field of policy practice.In this study,we adopt the grounded method and take the work summary collected from 53 local governments of j province to implement the preferential policies related to enterprises as the coding sample to encode the two levels of government management system,city(state)and county(district),respectively,to excavate and clarify the various vertical levels of government on policy ambiguity awareness,interpretation of the different focus,through the code,we get the policy ambiguity corresponding to the government level of the local connotation dimension: The city(state)government perspective of the policy ambiguity as the means of implementation,policy coordination path ambiguity,policy objectives ambiguity of the connotation of the dimension;County(district)government under the perspective of the policy of the role of the mold and the main means of implementation and check the path of the mold and dimension.On this basis,through semi-structured interviews to further explore and verify the city and county level of the implementation of the policy of the real awareness of the ambiguity.This study,taking the implementation of j province benefit enterprise policy as an example,tries to reveal the connotation and cognition of policy ambiguity in the perspective of city and county governments as the main level of implementation,to provide a more in-depth exploration of the policy in the Chinese context of the implications of the corresponding ideas.
