A Study On The Influencing Factors Of Policy Implementation

As mutual benefit social organization,the function that business association carried is to provide services for its members.But for a long time,it's easy to understand the function of these organizations while it's hard to fulfill it.On one hand,the government,businesses,experts and scholars have high hope about the trade association,as its effect to the economic and social governance.On the other hand,in the actual operation part,trade association has not yet proved capabilities to meet the expectation.In view of the significance of the business association developing,the businesses,policymakers and experts have a common concern about digging out the reasons that why the business association have not yet played its due role.The First Session of the Twelfth National People's Congress(NPC)passed the China Unveils Cabinet Reshuffle Plan,which proposed to promote the separation of the business association and the government.It can be said that it is the profound understanding of the senior government about why the business association cannot fulfill its function.That is,the traditional relationship between the trade association and administrative organization is the key crux of the problem.Under the management system in the past,the trade association suffered criticism as it "wears the hat of the market,waves the whip of the government,occupies the chair of the industry,and offers the position of the government officials".Nowadays,the reform led by the policies of separation of the government and the business association,which in order to lead the business association to fulfill its function,has become the policy choice to rebuild the management system of business associations.The contribution of previous research is to refine the local model and discuss the specific problems and principled solutions.Parts of experiences are able to extract,but it's relatively fragmented.Due to differences of implementation environment,the separation policy is neither balanced nor completed fulfilled in implementation.Thus,from the view of method,this kind of summary has not been able to reflect a guidance of path that it has a general significance.The separation policy requires care from implementation.The previous research lacks of theoretical autonomy.In other words,the care of separation policy,which arising from the view of policy implementation that we already took,emphasizes more on practice while lack of theoretical construction.The advantage of theoretical research is to sum up the experiences and promote more general experience or model.The author believes that theoretical analysis and part of the model or framework of the policy implementation theory have good explanatory power to separation policy and its problems.At the same time,the author also believes that,the research of factors which impact the separation policy of business association is a good test of policy implementation theory.Therefore,this article's topic is discussing the separation of' the business association and the government.Researching factors that affect the implementation of this policy.In this paper,the author's target is not to attempt to list all the factors,but to provide a way to study the implementation process and its problems.This research idea starts from the policy itself,further speaking,is the characteristic of the policy.In the process of combing previous research,the author finds that the analyzing view that starts from policy characteristic represented by Matland and Lowi has a good ability to analyze and explain the implementation problems.This article tries to analyze the implementation and its influencing factors of the separation policy both in high and local level,by discussing the ambiguity and conflict of the policy's characteristic.Based on the above research,this paper may have some contributions.First,analyzing this topic starts from policy implementation theory.This method provides a way to explain and connect series of impact factors.It also makes up the relatively fragmented of the previous research.Second,do the research by analyzing the ambiguity and conflict of the separation policy.This way of studying the impact factors of policy implementation starts from policy characteristic.It avoids us caught in discussing principled and describing purely,which reflecting the combination of abstract and specific,and thus has more power for explanation.Third,the study on the separation policy of business association and government also offering a good way to test policy implementation theory,which starts from the method of analyze policy characteristic.
