Guangxi Rural Female Cadres Grass-roots Under The Strategy Of Rural Revitalization Study On The Improvement Of Governance Capacity

Women play an important role in society.Rural women cadres play a crucial role in consolidating the party’s governing foundation,implementing the rural revitalization strategy,promoting the social and economic development of rural areas,maintaining the harmony and stability of grassroots society,and promoting comprehensive social progress.They are a solid support for the party’s long-term governance at the grassroots level,a guide for local economic development,and a close partner of the masses.As an important part of the grassroots cadres,rural women cadres have many excellent qualities that differ from their male counterparts,which stem from their growth environment,female character traits,and thinking styles.However,under the male-dominated rural governance model,rural women cadres often find themselves in a disadvantaged position,mainly due to personal qualities,traditional gender bias,system mechanisms,and multiple roles.Therefore,it is necessary to strengthen research on the grassroots governance ability of rural women cadres,explore their unique advantages and existing problems in grassroots governance,as well as the reasons for these problems.Ultimately,we need to propose targeted measures to improve the grassroots governance ability of rural women cadres.This will not only help strengthen the grassroots cadre team building,improve governance efficiency,but also stimulate the political participation of rural women and promote the development and utilization of talent resources of rural women cadres.Through data analysis,this paper expounds in detail the particularity of the grass-roots governance environment,governance groups and governance capacity of rural women cadres in the overall social environment,the constituent elements of the grass-roots governance capacity of rural women cadres and the necessity of improving the grass-roots governance capacity of rural women cadres.Through the investigation and analysis of the grass-roots governance capacity of rural women cadres in some villages and towns in Guilin,Guangxi,it is found that rural women cadres have made great achievements in the process of grass-roots governance due to their characteristics of softness,carefulness,fraternity and gentleness.The ability of organization and mobilization has been improved,the ability of serving the people has been significantly enhanced,and the ability of communication and consultation has been steadily developed.However,there are also problems that the modern governance concept has not yet been fully formed The implementation ability deviates from the expectation,and the level of collaborative governance is insufficient.The causes of the problems are discussed from four aspects of individuals,society and institutional mechanisms.Finally,based on empirical analysis and current situation analysis,it is proposed that female cadres should keep pace with the times and improve their comprehensive quality by strengthening learning accumulation,establishing modern governance concepts,and tempering their physical and mental quality;The superior departments should be fair and impartial,and improve the grass-roots governance capacity of rural women cadres by optimizing the cadre assessment mechanism,standardizing the cadre supervision mechanism,and improving the cadre training mechanism;The society should promote the idea of equality between men and women,and optimize the social environment of rural women cadres’ grass-roots governance by building an advanced line culture,creating a good public opinion atmosphere,and advocating women’s humanistic care.
