Research On The Modernization Of Rural Governance Under The Background Of Rural Revitalization Strategy

The Third Plenary Session of the 18 th CPC Central Committee first proposed the concept of modernization of the national governance system from the top-level design level,Since then,the issue of governance modernization has become the primary goal of comprehensively deepening reform.As a large agricultural country,the development of rural areas determines the level of national development to a certain extent.As an important part of national governance,the improvement of rural governance ability directly affects the improvement of the overall governance ability of the country,the modernization of rural governance is the foundation of the modernization of national governance.However,in the actual society,the development of rural areas in China started late,the gap between urban and rural areas is still large,the development of rural society is affected by economic,talent,culture and other factors,the overall development is relatively backward,and the level of rural governance is low.The Party Central Committee,with Comrade Xi Jinping as its core,takes the time to take the opportunity to grasp the law of modernization and the changing characteristics of urban and rural relations.It puts forward the major decisions and arrangements for implementing the strategy of revitalizing the rural areas in the nineteen major areas,focusing on solving the problem of uneven development of urban and rural areas and inadequate development of rural society.In 2018,the Central Document No.1 comprehensively explained the significance,overall objectives and specific implementation strategies of implementing the strategy of rural revitalization,and made a comprehensive strategic plan for the rural grassroots governance in the new era.This paper takes Nanxia village in Zhanjiang City as an example to carry out field research,Through the case study of Nanxia Village Rural Governance,this paper analyzes the current situation of rural social governance in China as a whole,and sums up the common problems in the current rural governance in China,Mainly include:The economic foundation of rural governance is insufficient,the public service and infrastructure construction are backward,and the current situation of rural social development is far behind the good needs of farmers;The structure of rural grass-roots governance is not perfect,the friction between the governance subjects is continuous,and the rural governance is seriously affected by clan forces and black evil forces;The problems of rural grass-roots administrative personnel are outstanding,and lack of talent support.On this basis,according to the strategic plan of rural revitalization,this paper further puts forward an effective way to improve the ability of rural governance and realize the modernization of rural governance,First,we should strengthen the guidance of government policies,attach importance to the position of agricultural strategic industries,and strengthen the policy support for rural governance and development;Second,develop the rural economy,strengthen the construction of rural infrastructure,improve the level of people’s livelihood security,and consolidate the material foundation of Rural Governance;The third is to coordinate the relationship between the rural governance organizations,form the governance synergy,effectively alleviate the friction between the governance subjects,and enhance the cohesion;Fourth,build a governance system that combines autonomy,rule of law and rule of virtue;Fifth,strengthen the construction of rural grassroots management and leading cadres,and further strengthen the support of rural management talents.
