Study On The Synergistic Development Strategies Of Rural Autonomy,Moral Governance And Rule Of Law In The Context Of Rural Revitalization Strategy

From the first time the report of the 19th national congress put forward the strategy of rural revitalization,and the overall deployment of the central document in 2021 to comprehensively promote rural revitalization,the importance of rural governance is becoming more and more prominent.The practice of rural governance system combining autonomy,rule of law and Moral Governance carried out by local governments shows that the innovation of rural governance mode has become the direction of grass-roots governance.From the 19th National Congress of the Communist Party of China(CPC)first put forward the strategy of Rural Revitalization to the central document of 2021,which made the overall deployment of comprehensively promoting rural revitalization,the importance of effective rural governance has become more and more prominent.The practice of rural governance system combining autonomy,rule of law and rule of virtue carried out by many local governments shows that the innovation of rural governance mode has become the direction of grass-roots governance,exploring the construction of autonomy,rule of law and rule of virtue The modern rural governance system of coordinated development and organic integration of Moral Governance is an important support to achieve the strategic goal of Rural Revitalization.Based on the rural governance theory and synergetic theory,this paper uses the methods of literature research,case analysis and questionnaire survey to analyze the relationship between Rural Revitalization Strategy and the coordinated development of "three governance",explore the connotation of rural governance system,and deeply analyze the collaborative relationship among autonomy,rule of law and rule of virtue.Through the field visit and questionnaire survey of some villages in G town,the study found that there are some problems in the current "three governance"coordinated development:the leading role of Party building is insufficient,the implementation of autonomy is not in place,the status of the rule of law is weakened,the role of moral governance is not obvious,and the "three governance" coordinated role has not been played,It also analyzes the causes of the problems in the current "three governance" coordinated development:lack of rural governance subject,excessive administration of autonomous organizations,insufficient driving role of the rule of law,weak cultural guidance and imperfect collaborative system.Therefore,to establish a modern rural governance system,we should not only give play to the respective functions of the "three governance",but also realize the coordinated development of the "three governance".Specifically,we should do the following:to play the basic role of autonomy;We should improve the legal system from the four aspects of legislation,law enforcement,justice and law popularization;It is necessary to carry out moral governance to form a good governance atmosphere;To construct the institutional guarantee of"three governance" collaborative governance.The research results of this paper have important guiding significance and practical reference for effectively exploring new ways of rural grassroots governance in China,realizing the social governance concept of co-construction,co-governance and sharing,alleviating the main social contradictions in China in the new socialist era,and realizing the important goals of rural revitalization strategy.
