present,agriculture,rural areas and farmers are still important issues to be solved in the field of people’s livelihood in China.With the advancement of rural urbanization,a series of problems have appeared in most rural grass-roots governance.The original governance mode has been unable to adapt to the current rural development,so the reform of rural grass-roots governance and the selection of the optimal scheme to promote rural agricultural development have become important issues to be solved in the current rural revitalization of China.In order to enrich the theoretical system of the rural grass-roots governance and research results,this really solve the problem of agriculture,rural areas and farmers in our country,promote the development of rural high quality,achieve rural revitalization strategy,so the author J village in zhejiang province based on the on-the-spot investigation and questionnaire survey,based on the strategy of rejuvenating rural background,the literature method,survey method and comprehensive method for reference,The present situation of rural grass-roots governance is analyzed from various perspectives and relevant optimization suggestions are put forward.It aims to solve the urgent problems of grassroots governance in J village,so as to promote the overall development of J village and provide a good living environment for villagers.In this study,zhejiang xiangshan J village in rural grassroots governance as the main research object,using the method of questionnaire survey on the present situation of grassroots governance J village in the process of visiting survey,the author randomly,cadres to communicate with local villagers,true feelings in this way J village grass-roots governance situation,at the same time,a questionnaire investigation in the field.Through investigation and research,the author believes that the current social governance model of J village in Xiangshan County is hybrid.The significant characteristics of this model are as follows: First,the government of J village has strong governance and strict management of villagers and village collectives,so its work efficiency is high and simple and repetitive work can be completed quickly.Second,the combination of endogenous and exogenous models is a bold innovation and attempt,which can not only realize elite training in the village,but also meet the requirements of external pressure.The problems of this model are as follows: First,as there are too few resources available for the villagers and village collective to freely control,the grassroots self-governance consciousness of VILLAGE J is relatively general,so the villagers’ democracy and enthusiasm are weak.Second,the village cadres expropriated land chaos,unable to ensure that the rights of the villagers in the village are guaranteed.Third,this model is prone to corruption and other problems,and the poor governance capacity of grassroots organizations is not conducive to grassroots governance innovation.In view of the above problems,combined with the theory of villager autonomy,in order to give full play to rural grass-roots autonomy,it is necessary to enhance villagers’ autonomy enthusiasm and participation,and at the same time to enhance the ability of grass-roots governance.Under the background of rural revitalization,the author puts forward optimization strategies from four aspects: first,fill the "dominant" role of local government from five aspects: economy,system,spirit,manpower and public service;Second,pay attention to improve the grassroots "subject" role of participation enthusiasm;Thirdly,the positive reinforcement of the role of other subjects as "coordinators" should be carried out.Fourth,to improve the governance system as the main line to build a pluralistic governance pattern.Through questionnaire and field research,this study analyzes the existing problems and puts forward scientific optimization suggestions in combination with the current situation of local grass-roots governance in J Village.This study deeply explores the relationship between rural revitalization and grassroots governance through questionnaire survey to enrich the achievements in related fields.At the same time.Previous studies were carried out from the top down,that is,from the perspective of the government and managers to find grassroots governance problems.This study explores problems from the bottom up,that is,from the perspective of villagers,combined with questionnaire survey and field research,to explore existing problems in grassroots governance,so as to truly understand people’s conditions,collect public opinion,gather people’s wisdom,and improve people’s livelihood. |
