Research On The Practical Dilemma And Countermeasures Of "Interaction Of Five Subjects" Constructing Governance Community-Take B Community Of Hefei As An Example

Grassroots governance is the cornerstone of national governance,and urban communities are the basic units of the country.Therefore,urban community governance innovation is the topic of our national governance innovation should be the meaning.In recent years,along with the great importance of innovation and the gradual deepening of practice of urban governance,the concept of building a community governance community with multiple participation,co-governance and sharing has become more and more popular.Under the background of continuous exploration of grassroots governance innovation,Hefei Civil Affairs Bureau began to arrange and guide individual communities to pilot the implementation of the "Five social organizations" grassroots community governance model in June 2019,officially launching the local exploration and practice of "five social organizations"."Linkage of the Five Social organizations" refers to a modern grassroots governance model with the goal of improving the grassroots governance capacity and building a social governance community of "joint contribution,co-governance and shared benefits",guided by the Party building,with the community neighborhood committee as the platform,social organizations as the carrier,social workers as the support,community volunteers as the assistance,and social charity resources as the supplement.For grassroots governance,the situation of pluralism and co-governance is the good governance goal pursued by every urban community.On the one hand,the innovation of the governance model of "linkage of the five social organizations" responds to the practical problem of "linkage of the three social organizations";on the other hand,it is also an effective exploration of the collaborative governance path of multiple subjects in the community,which plays an irreplaceable role in optimizing the functions of various aspects of the community and building a community governance community.Based on B Community in Hefei City and combined with the author’s practice and observation in specific projects,this paper firstly sorts out the roles played by each subject of the "linkage of the Five Social organizations",the role they play and the process of mechanism operation by using literature analysis,field investigation and interview.On the basis of this,the paper expounds the development status of B Community in Hefei City implementing "the linkage of five social organizations".Secondly,it expounds the specific content of the implementation of "Linkage of the five social organizations" respectively from the perspective of five governance subjects.Based on interviews with community staff and residents,the paper obtains the overall effect of the "linkage of five social organizations" mode in B community.Through the participation and summary of the work,it is found that the existing problems,such as the community neighborhood committee to mobilize residents to participate in the work is not high,social workers and social neighborhood committees in the work of the phenomenon of cross-functional phenomenon,community volunteers to participate in voluntary services is not strong enthusiasm,community social organization activities tend to be simple,community social service platform to carry the function of unclear positioning and other aspects.Combined with practical experience,this paper puts forward optimization countermeasures from such dimensions as reducing the burden and increasing the capacity of social and neighborhood committees,strengthening the interaction of social work,perfecting the voluntary service system,improving the community governance ability of social organizations and strengthening the overall joint force of the community.It is hoped to provide some reference for the governance practice of multi-subject participation in urban communities.
