Study On Primary-level Party Building Leading Urban Community Governance In The New Era

The report of the 20 th National Congress of the Communist Party of China pointed out that taking the leadership of Party building as an important grasp to strengthen grass-roots governance is of great significance for consolidating the organizational foundation of the Party’s long-term governance,promoting the modernization of grass-roots governance system and governance capacity.As the basic component of social governance,urban community is the cornerstone of consolidating the ruling foundation of the Party.With the opening of the new era,the pace of urbanization in China has been accelerated,urban community governance is facing many new contradictions,new problems and new needs.Therefore,we must attach importance to solving the problem of urban community governance,think about how to promote the process of urban community governance by strengthening the leading role of grass-roots party building.And transform the party’s governance advantages into governance effectiveness,which is of great significance to improve the party’s construction and promote the modernization of urban community governance capacity.In this paper,the Marxist party building thought and Xi Jinping’s important exposition on Party building leading grass-roots social governance are the theoretical basis for the study,and the grass-roots party building leading urban community governance in the new era is studied.On the basis of explaining the basic connotation of grass-roots party building,urban community governance and grass-roots party building leading,this paper puts forward the important significance of grass-roots party building leading urban community governance,and emphasizes the necessity of grass-roots party building leading.Then,from the perspective of what to lead,it systematically expounds the functions and main contents of the leadership of grass-roots Party building.Then it analyzes the reality of the new era of grass-roots party building in the process of leading urban community governance,Summarizes the main achievements of the new era of grass-roots party building leading,and deeply analyzes the main problems and reasons in the aspects of Party building leading integration,residents’ participation,multi-force synergy,institutional mechanisms and so on.Finally,from the aspects of leading subject,leading level,leading force and leading mechanism,This paper puts forward four optimal paths of building and strengthening grass-roots Party organizations,stimulating the enthusiasm of community residents to participate,strengthening the function of resource integration and improving the system and mechanism.So as to continuously enhance the leading ability of grass-roots Party organizations and promote the level of urban community governance.Further enhance the happiness and sense of acquisition of residents.
