At the end of February 2022,The spread of the Omixon virus in Shanghai is the largest influenza outbreak in China’s history.During the outbreak,emergencies occurred frequently,and the free,open,and hidden and interactive network environment provided more opportunities for netizens to participate and richer discourse rights.It also made the irrational characteristics of cyberspace more prominent,quickly attracting the attention of online public opinion.However,emergencies have entered the public’s view at a rapid pace,and their degree of attention and discussion intensity are different from ordinary events.The rapidly rising online public opinion can easily confuse public sentiment in a short period of time,thereby contributing to the spread of irrational features in cyberspace,causing many problems.Therefore,the orderly and healthy development of cyberspace requires a profound understanding of the context of emergencies and the spread of public opinion,as well as research on its evolution path,direction,and related issues related to public opinion crisis management.This can make the characteristics of online public opinion more prominent during the epidemic,and also help the government correctly guide the development of public opinion,thereby establishing a cyberspace with a good atmosphere.Based on the COVID-19 in Shanghai in 2022,this paper examines typical cases of public opinion crisis during the epidemic,and conducts case analysis and problem analysis through literature survey,case study,data analysis,field survey and other methods.Therefore,the characteristics and paths of the development and evolution of online public opinion under the COVID-19 in Shanghai are summarized,and the performance of the Shanghai municipal government in responding to online public opinion is analyzed.Firstly,the evolution of public opinion on the COVID-19 in Shanghai was described,and the development process of the epidemic was divided into the stages of germination,outbreak,containment and normalization management.According to the development process of public opinion,the online public opinion during the COVID-19 epidemic was characterized by "viral transmission","frequent rumors" and "frequent secondary public opinion";Then,two cases of "Pudong Emergency Center AED defibrillator event" and "Shanghai closed city event" were selected for problem analysis.At the same time,data analysis was carried out on the keyword search index of Toutiao and Tiktok,two major media platforms.The introduction of 4R crisis management theory divided the different stages of crisis development.It was pointed out that the Shanghai municipal government had "insufficient public opinion risk assessment level" and other problems in the reduction section when responding to online public opinion,In the preparatory phase,there are issues such as "the network public opinion guidance system needs to be improved",in the response phase,there are issues such as "information release is not timely,and public opinion management methods are single",and in the recovery phase,there are issues such as "public opinion has not been well repaired".Finally,on this basis,based on the basic framework of 4R crisis management theory,strategies are proposed for the government to conduct network public opinion management from the public opinion development reduction stage,preparation stage,response stage,and recovery stage.It is pointed out that in the reduction stage,it is necessary to improve the organizational structure,do a good job of overall planning,reserve high-quality talents,ensure that the government handles public opinion scientifically and effectively,strengthen information collection and evaluation,and coordinate and coordinate the management of network public opinion;In the preparatory stage,it is necessary to improve crisis warning,timely release information,establish awareness of public opinion guidance,improve public opinion guidance mechanisms,and optimize public opinion guidance methods;In the response stage,it is necessary to improve the public opinion emergency response mechanism,expand mainstream public opinion through mainstream media,and strengthen the setting of public agendas;In the recovery stage,it is necessary to do a good job of recovery work,make up for losses,reverse the government’s image,promote good governance of public opinion,increase efforts to crack down on rumors,and pay attention to public psychological construction.In general,good response to online public opinion crises is an important manifestation of the government’s ability to manage social order.In a complex environment where the public participates in the field of public opinion,a large number of irrational views and negative public opinion brought about by misinformation can easily lead to public opinion losing control,which can damage the credibility of the government in the hearts of the public.Only at different stages of public opinion occurrence can the management body do the right thing,In order to gradually reduce the probability of occurrence of online public opinion crises,thereby quelling incidents and improving public trust.As a new way of expanding government governance space,network positions are a new type of ideological power.With the development of the times,the development of society has become more and more diversified.The Shanghai government has made certain achievements and accumulated some valuable experience in the context of coping with the COVID-19.Of course,with the progress of society,the control of the epidemic situation is gradually on the right track.After summarizing the methods and case revelations of the Shanghai government in dealing with the online public opinion crisis,the author believes that the Shanghai government should further deepen the extension of its handling methods,continuously improve its management level,firmly remember its original intention and mission,follow the instructions of the Party,resolutely prevent and resolve risks,and resolutely implement the decisions of the Party Central Committee and the state.Through the above content,this paper has studied the government’s response to online public opinion during the COVID-19 in Shanghai,and based on relevant conclusions and suggestions,it has provided strategies for the government to improve its governance ability in different stages of online public opinion crisis from the perspective of 4R,and also provided reference for subsequent government departments to better perform the responsibilities of management subjects when responding to similar events.With the diversification and deepening of online public opinion,The measures and mechanisms for responding to the network crisis will be further improved,and the management capacity of the Chinese government in responding to the network public opinion crisis will also continue to develop and improve.
