Case Study On Chengdu Government’s Response To Network Public Opinion In The Prevention And Control Of The COVID-19

Since the 20 th century,the Internet has profoundly promoted the transformation of human economy,politics,culture and society,and has had a strong impact on the real society.With the development of the Internet and information technology,the public exchanges and interacts across geographical restrictions,and gradually builds a new space for people to relate to each other,that is,’ network society ’.The arrival of the network society has changed the production and development mode of traditional public opinion.With the acceleration of information dissemination,public opinion spreads to cyberspace and gradually forms network public opinion.The outbreak of the COVID-19 at the end of 2019 is a major public health emergency with the fastest transmission speed,the widest infection range and the most difficult prevention and control in China since the founding of new China.According to the complexity of the novel coronavirus pneumonia epidemic,the network public opinion also presents a complex situation.In view of the hidden dangers and problems of network public opinion,the government should give full play to the main advantages and construct the governance network pattern,so as to deal with the chaos of network public opinion and make the network space more clear.Based on the background of the COVID-19 in public health emergencies of international concern,this paper takes the prevention and control of the COVID-19 by Chengdu government to respond to network public opinion as a case study.Based on the study of public crisis management theory,silence spiral theory and network governance theory,using literature research,case analysis,questionnaire survey and other methods,According to the actual situation of Chengdu government ’ s response to network public opinion,this paper designs the questionnaire of Chengdu Internet users ’ satisfaction with the government ’ s response to network public opinion,and carries out investigation and analysis,and obtains the results that Internet users are more satisfied with the government’ s response to network public opinion.Thus,summed up the Chengdu Municipal Government to effectively deal with the network public opinion of the three major research directions,namely the implementation of government organizations to protect,multi-subject collaborative support and government governance capacity support.On this basis,the auxiliary related literature research,respectively,on the government organization structure and operation mechanism,multi subject collaborative response,government network governance ability three aspects of key analysis.Finally,it is concluded that the urban government can effectively deal with the network public opinion.In order to manage the network space and respond to the network public opinion,we can strengthen the organizational structure and implementation mechanism of the response,give full play to the role of the government response subject,and promote the collaborative relationship between the government and the multiple subjects such as the community,enterprises,social organizations and the media.Through innovating the concept of public opinion governance,enriching the means of response,improving the public opinion literacy of the network subject,and enhancing the government ’ s network governance ability,the healthy and orderly development of the network space can be realized.It is hoped that from the perspective of this study,local governments will be advocated to build a comprehensive network governance pattern,and provide reference case studies for local governments to respond to online public opinion.
