In recent years,public health emergencies have occurred frequently,and the scope of its impact has been expanding.At the same time,with the rapid development of Internet technology and the widespread popularity of mobile terminal devices,people’s way of information transmission has undergone great changes.Netizens show unprecedented attention to public health emergencies closely related to their lives and health.COVID-19 is a severe challenge faced by the Chinese government after the founding of the People’s Republic of China.During the fight against the epidemic,the breeding of unreasonable factors in the Internet and the intensification of conflicts have become the fuse of public opinion crisis,and the relevant government departments have repeatedly exposed the problems of insufficient early warning and response ability of online public opinion.Therefore,how to effectively deal with the network public opinion of public health emergencies and reduce their negative effects is an important subject of current research,and also an urgent task to improve the governance ability of government departments.This thesis chooses crisis management theory,agenda setting theory and service-oriented government theory as the research basis,and takes Wuhan,Nanjing and Shanghai as cases.At the same time,combined with the crisis life cycle theory,this thesis analyzes the rules of online public opinion during the outbreak of the epidemic in these three cities.Budding stage: The network information is diversified,the truth is vague,and the authenticity of information is the main inducement of public opinion.Outbreak period: the public opinion gradually heats up,and the gathering of the audience’s emotions leads to the spread of rumors,and the volume of public opinion reaches its peak.Recurrent period: Netizens began to shift their attention to the government,resulting in a large number of "secondary public opinion".Dissipation period: the development of public opinion events came to an end,showing a smooth dissipation state.Starting from different stages of the development of network public opinion,this thesis analyzes the government’s response methods in different periods.From point and aspect,this thesis further summarizes the problems existing in the process of government response to the network public opinion in the public health emergencies.First,government information is not released in a timely manner and people’s right to know is ignored.Second,the network public opinion disposal means is not proper,focusing on blocking and deleting.Third,the government’s public opinion response is inefficient and ignores the importance of unofficial media.Fourth,public opinion judgment is not accurate,lack of institutional standards.Therefore,in view of the above problems,this thesis tries to give four specific countermeasures from different perspectives,such as improving the government’s warning ability,guidance ability,response ability and disposal ability,in order to provide reference for the government to deal with the network public opinion in public health emergencies.
