A Study On The Implementation Of Preferential Policies For Local Governments And Private Enterprises

Government implementation is an important stage in the policy process and one of the important functions of local governments.As an important part of China’s economic and social development,private enterprises have played an important role and assumed an important responsibility for economic and social development since the reform and opening up.With the increasing downward pressure of the current economy and the huge challenges brought by the uncertainty of the external environment,the production cost and development uncertainty of private enterprises are increasing.In particular,after the Sino US trade friction in 2018,the governments at all levels have been affected by the epidemic of new coronavirus pneumonia,the transformation of government functions,digital transformation and other factors,further reducing the production costs and operational risks of private enterprises,fully releasing the operational vitality of the real economy,and constantly promoting the high-quality development of the local economy.In recent years,Wenzhou has taken the digital reform as the traction to continuously strengthen the implementation of various preferential enterprise support policies,but there are also some deficiencies.Based on the new public management theory and Smith policy implementation model,this paper analyzes and summarizes the concept of policy implementation and the evolution of the theory.Taking local government policy implementation as a sample,this paper explains the specific manifestations and causes of local government policy implementation deviation,and puts forward targeted optimization suggestions.Relying on the background of digital reform,this paper studies the implementation of preferential enterprise assistance policies in Wenzhou City through literature analysis,questionnaire and other methods,deeply excavates the current situation of policy implementation from the perspective of the city,analyzes and puts forward problems such as unreasonable policy design,insufficient implementation capacity of the executive body,low satisfaction of target groups,local financial resources and other environmental factors,and studies and analyzes the lack of diversified participation in policy formulation There are many reasons,such as the lack of initiative and effective supervision of policy subjects,the deviation of policy understanding of target groups,and the lack of local financial resources.At the same time,by comparing and analyzing the implementation mode and path of the private enterprise assistance policy of Hangzhou,Foshan and other local governments,from the four aspects of idealized policy formulation,as well as the implementation subject,target group and environment,it proposes to establish a diversified subject participation mechanism and tracking feedback mechanism,improve the implementation subject collaboration mechanism,broaden the target group participation channels,increase financial support and build a digital application platform.application platform.
