A Study On The Formation Logic And Governance Of The Implementation Deviation Of Rural Mutual Assistance Policy For The Aged

Pensions in rural areas of China are facing huge structural and institutional challenges.On the one hand,the degree of aging of the rural population is higher than that in the cities;on the other hand,due to the dual urban-rural structure,the economic development level and social welfare policy development in rural areas are relatively lagging,and the family’s ability to provide for the elderly is affected by family planning and urban-rural population mobility.Under the influence,it is declining.Facing the severe dilemma for the elderly in rural areas,Qiantun Village in Hebei Province took the lead in practice and explored a rural mutual assistance elderly care model characterized by "village-level hosting,centralized residence,mutual assistance services,and self-protection",established the country’s first mutual assistance home for the elderly,which solved the problem of elderly care for the elderly in the village.Started in 2013.The Ministry of Civil Affairs issued a policy document on the promotion and development of mutual assistance for the elderly in rural areas,and rural mutual assistance for the elderly began to receive attention and promote it.However,the implementation process of the rural mutual assistance pension policy in the local area is not smooth.While the construction of rural mutual assistance happiness homes has achieved fruitful results everywhere,there have also been problems such as the lack of enthusiasm for the elderly to live in the happiness homes,the waste of resources for mutual and the masses’ The issue of low recognition of the pension system is contrary to the original intention of the implementation of the mutual assistance pension policy.Implementation deviations in the implementation of the policy not only affect the public’s recognition of the policy itself,but also fail to meet the elderly’s needs for the elderly.Therefore,this article selects D County,where the mutual assistance pension policy practice is relatively mature,as the research object,and uses the literature method,interview method and case analysis method to investigate the entire process of the D County mutual assistance pension policy from the introduction to the implementation,and finds that the policy is in Deviations generated in the execution process,and the logic of execution deviations are analyzed,on this basis,the governance path of execution deviation is proposed.First of all,policy implementation deviations are endogenous to the local "try first" policy promulgation process.The local government’s “top-down” policy promulgation path has neglected to grasp the specific local conditions.At the same time,the“quantitative assessment” indicator governance has led to the “quantity,light quality”in the process of promoting policies at the grassroots level.Behavioral methods,policy implementation deviations are mainly manifested in three aspects: the obstruction of the interest expression of the policy target groups,the symbolic implementation of the policy,and the poor sustainability of policy development.Secondly,in the policy process,policy makers,policy executors,and policy targets have different action strategies and cognitive logics.The different logics of actions and cognitions of various actors are important reasons for implementation deviations,which are specifically manifested in policy formulation.“One size fits all” decision-making model and “onedimensional” policy supply mechanism;policy executors’ pursuit of quantity under the“pressure-based” system and the “patriarchy” style of governance in village affairs;policy targets for mutual assistance for the elderly Lack of cognition and limited ability to help each other.Finally,in view of the causes of implementation deviations,corresponding governance paths are given in the entire policy formulation,implementation,evaluation,and supervision process from different actors,including the introduction of a "reverse participation" decision-making mechanism in the policy formulation link,and the introduction of a "reverse participation" decision-making mechanism in the policy formulation process.The implementation link introduces a resource guarantee mechanism,promotes policy objects’ recognition of the policy through propaganda,and establishes a sound evaluation and supervision mechanism.
