Research On Deviation Analysis And Countermeasure Of Rural "Toilet Revolution" Policy Implementation In Ganyu District Of Lianyungang City

Improving the living conditions of farmers in villages and creating a beautiful and livable new countryside are related to the fundamental interests of all farmers,as well as the construction of civilized and peaceful features of villages.The report of the 20 th National Congress of the Communist Party of China also clearly put forward the task requirements of "improving the level of environmental infrastructure construction and promoting the improvement of urban and rural living environment".The policy of "toilet revolution" in rural areas is an important part of the rural revitalization strategy to promote the improvement of rural living environment.Small toilets can also reflect the people’s livelihood.In August 2016,after the General Secretary proposed that "farmers should have access to sanitary toilets",the national and local governments at all levels successively introduced a series of measures related to the rural "toilet revolution",striving to maximize the use experience of farmers’ existing toilets,so as to improve the quality of life of farmers.As a link of policy transformation from text to actual action,policy implementation is very important.At present,in promoting the implementation of the rural "toilet revolution" policy,both the central and local measures have been introduced,but how the policy implementation,we still need to discuss.The policy implementation of "toilet revolution" in Ganyu District,Lianyungang City,Jiangsu Province,as the object of this study,will be analyzed in detail from four aspects,including policy norms,implementation subjects,target groups and policy environment,through Smith policy implementation process model,and comprehensive use of literature analysis,interview and questionnaire,by referring to relevant literature at home and abroad,Further clarify the background and value of the article.Ganyu District of Lianyungang City implemented the policy of "toilet revolution" in rural areas by setting up leading groups,formulating implementation plans,allocating special funds and forming supervision groups.Taking Ganyu District of Lianyungang City as an example,this thesis analyzes the implementation process of the "toilet revolution" policy in rural areas of this area,designs interview transcripts and questionnaires,and comprehensively analyzes the interview,questionnaire results and field investigation and visits.From the perspective of policy implementation,this thesis conducts a survey on the implementation effect of the "toilet revolution" policy,and tries to explore the deviation in the implementation process of the policy.According to the deviation problems in the process of policy implementation in this region,such as the unscientific formulation of policy norms,the implementation subject is not in place,the target group participation is not smooth,and the policy environment mechanism is not perfect,the causes of the formation of the problem are analyzed,and then the corresponding ways to deal with the deviation problem in the process of policy implementation are given.It mainly includes measures such as issuing resource utilization policies according to local conditions,improving the supervision mechanism of the executive body,improving the satisfaction and sense of identity of the target group,and improving the policy environment guarantee,etc.,which promotes the overall improvement of the management level of the rural health environment in the region,and promotes the progress of rural living environment improvement.
