Research On Deviation Of Policy Implementation In City Creation Work

The expected objectives of public policy and the actual execution effect is not consistent is a more common phenomenon of policy implementation,scholars call policy implementation deviation,which contains policy implication and logical governance in recent years owing to discussion of the negative intent,more especially the grass-roots government as the main body role in policy implementation deviation of policy implementation has not been system concerned.In the current logic chain of policy implementation,policy implementation seems to have become a one-man show for the grass-roots government as the contractor.In this process,the grassroots government as the main policy executors neither participate in policy making,cannot follow up the effect of carrying out the policy,just according to the mechanization of a and a policy instruction,completes the task execution process type,neither actively promote will,also the lack of initiative,makes policy implementation deviation problem of social governance.This paper takes the city creation work in District K of City D as a case,takes Martland’s policy implementation "fuzzy-conflict" model,principal-agent theory and policy elasticity theory as the theoretical basis,and uses case analysis,interview and participatory observation methods to observe and explore the deviation of policy implementation in grassroots governance.Specifically,the policy elasticity theory is used to deconstruct the fuzziness and analyze the influence of policy elasticity on policy implementation.The principal agent theory is used to analyze the conflict,and the implementation orientation of the subject of policy implementation is analyzed.Then,the two are embedded in the "fuzzy-conflict" model,and four quadrants of policy implementation are obtained.Finally,by comparing the constituent elements and forming conditions in different quadrants,the causes and mechanism of policy implementation deviation are deeply analyzed.It is found that the deviation of policy implementation in the context of grass-roots governance is manifested by symbolic implementation,low-standard implementation,fuzzy implementation and selective implementation.The main reasons are incomplete system construction,incomplete establishment of institutions,defects in policy implication,unblocked implementation logic and insufficient allocation of administrative resources.It can be corrected and prevented by perfecting the policy implementation system,perfecting the policy implementation mechanism,raising the degree of policy recognition,enhancing the main body’s execution power and administrative resources sinking to the grassroots.This study adds a new perspective of the inter-government relations at the grass-roots level for policy implementation deviation,extends the thinking dimension of policy implementation deviation to the transformation direction of the traditional implementation model with insufficient endogeneity,and provides references for resolving the contradiction between the subject and object of policy implementation,solving the localization of policy implementation,correcting the deviation of policy implementation and other problems.
