Research On Grid Governance Optimization Of Rural Communities In Yongjia County,Wenzhou City

Rural communities are the "last mile" of grassroots governance,and improving the efficiency of governance of rural communities can consolidate the foundation of the grassroots and promote rural revitalization.As an effective means,grid governance has begun to shift from the initial urban management to urban governance,and in recent years,many places across the country have begun to comprehensively promote it on the basis of pilots,extending the exploration of grid governance originating from cities to rural communities.As a developed province on the eastern coast,Zhejiang has comprehensively implemented "grid management and group service" on the basis of the pilot project in Zhoushan,and has now comprehensively implemented the general department grid within the province,deepened and promoted the "Fengqiao experience",and experienced the standardization of grid governance from multiple aspects such as top-level design,management mechanism,and technology application,effectively promoting the organic integration of rural community work and the accuracy and efficiency of services.At the same time,grid governance,as a new management model,has also exposed some deficiencies in operation,and there is still a certain gap between the ideal flat,refined,and efficient requirements.In order to further improve the effectiveness of grid governance and promote the improvement of quality and efficiency of rural community governance,it is necessary to continuously discover and solve problems in the process of application,and develop and improve the grid governance model.Based on theoretical and practical research such as literature research,questionnaire survey and interview,this paper studies the actual situation of grid governance in Yongjia County,Wenzhou City,Zhejiang Province.At the same time,in order to study and analyze the problems more accurately,this paper selects Y Town,a typical mountainous township in Yongjia County,as the investigation and research object,to understand and grasp the current situation and existing problems of grid governance in Yongjia County,and conclude that in the process of grid governance,there are still problems in Yongjia County,such as the lack of timely transformation of government functions,insufficient publicity and mobilization,difficulties in the development of participating entities themselves,and insufficient grid human resources.Finally,according to the analysis of the causes of the problem,it is proposed to improve the grid governance mechanism,strengthen publicity and guidance,stimulate the vitality of autonomy,and build a professional system of grid workers in rural communities in the process of grid governance,and put forward some suggestions for promoting grid governance.This paper is divided into five chapters,the first chapter is the introduction part,which introduces the background and significance of the selected topic,as well as the research status of grid governance at home and abroad,and the research ideas and methods of this paper;The second chapter defines the important concepts such as "grassroots governance" and "grid governance" involved in the text,and expounds the theoretical basis of governance theory and new public service theory;The third chapter expounds the basic situation and implementation status of the grid governance of rural communities in Yongjia County,Wenzhou City,through the development process,specific practices and relevant achievements of the grid governance of rural communities in Yongjia County,Wenzhou City.The fourth chapter selects Y Town,a typical mountainous township in Yongjia County,as a sample of investigation and research,to understand and grasp the problems in the process of grid governance in Yongjia County,and to analyze the causes of the problems.Chapter 5 combines the governance theory and the new public service theory,puts forward countermeasures and suggestions for further improving the grid governance system,strengthening publicity and guidance,stimulating the vitality of autonomy,and building a professional system for grid workers in rural communities in the process of grid governance of rural communities.
