An Analysis Of The Dilemma Of Grid Management In Old Communities In Chong Qing

With the rapid renewal of network technology and the practice of grid-based governance model in many fields,the application of grid-based governance model in community governance is gradually promoted.The community grid-based governance model is based on the existing system and model of community governance,dividing the jurisdictional scope of community management into several units of grid for management according to the practice conditions,incorporating the community’s human,material and management resources available into the grid,and implementing a comprehensive and dynamic management model for the community grid to promote social development.After the practice and development in recent years,the scope of China’s research on community grid-based governance model is limited to new communities in various cities,and there is less research on grid-based governance in old urban communities.This thesis finds the dilemmas of the grid-based governance model in old urban communities and improves the management difficulties in the implementation of community grid-based governance by investigating and studying the grid-based governance in Y community of Chongqing.Based on the eight-year practice of grid-based governance in Y community of Dadukou District,Chongqing,this paper conducts field surveys and questionnaires on the current status of grid-based management implemented in the community,and identifies the objectives of this thesis on the study of grid-based governance in the community.The current research status is outlined,and the core concepts of this dissertation are defined by reviewing literature on old communities,urban community governance,and grid-based governance,elaborating on relevant theoretical foundations such as holistic governance theory,service-based government theory,and seamless government theory,summarizing the current situation and effectiveness of grid-based governance in grassroots communities,identifying issues related to the establishment of information platforms,human resource teams,service functions,coordination mechanisms,and community members’ participation in the operational process,and analyze the causes of these problems,and propose suggestions including improving the institutional system to strengthen network governance,optimizing and modernizing the community network information management platform,enhancing teamwork to improve overall service quality,raising residents’ awareness of self-governance to strengthen community identity,and making other suggestions for optimization.The process and results of this study will be used to optimize research on grid-based governance carried out in similar older urban communities.
