Research On Grid Governance Of Rural Communities In Shunyi District Beijing

Rural areas play an important role in society.Especially under the background of accelerating urban development and improving urban villages,the level of social activity in rural areas is increasing,the living conditions in rural areas are becoming more open,and the social nature is gradually deepening.The resulting management system and practical contradictions are becoming more and more profound.The Third Plenary Session of the 18 th CPC Central Committee proposed to strengthen the modernization of the national management system and management capacity,accelerate the formation of a scientific and effective management system,and promote the innovative development of rural community grid governance mechanism and villagers’ autonomy.The basic management of social organizations is mostly community-based,so Community Grid governance is the basic guarantee of social management.The level and performance of Community Grid governance directly affect the stability and development of society.Through the analysis of rural community governance and grid governance,this paper discusses the relationship between them,and analyzes the specific content of grid governance model on rural grass-roots governance,which can provide better services for the villagers in the grid.Taking the grid governance of rural communities in Shunyi District of Beijing as an example,this paper first introduces the concepts of community governance and grid governance,and strengthens the theoretical basis of the paper by combining the new public service theory and grass-roots social governance theory.Then,through understanding and analyzing the current situation of rural grid governance in Shunyi District,Beijing,it is found that there are problems such as relatively single participants,imperfect operation mechanism,imperfect guarantee mechanism,unreasonable grid division,imperfect information platform construction,etc.and it is analyzed to find out the relevant factors that affect the problems of rural grid governance in Shunyi District,Beijing.Finally,aiming at its problems,the paper puts forward some suggestions,such as guiding multiple subjects to participate in community governance,improving the operation mechanism of rural grid governance,improving the incentive mechanism,strengthening institutional guarantee,reconstructing the grid structure,and improving the construction of grid information management platform,hoping to provide theoretical support and policy reference for Shunyi district government in Beijing to carry out grid governance,strengthen grid governance capacity,and improve the governance level of rural areas.
