Research On Grid Governance Of Rural Communities In Yongcheng City,Henan Province

Rural communities are the basic unit of grassroots governance and the cornerstone of national governance.The most critical and difficult task in comprehensively building a great modern socialist country and modernizing the system and capacity for governance remains in rural areas.Since the "rural revitalization" strategy was put forward,many rural community governance models have been constantly explored and practiced around the overall requirements of "effective governance",and many rural community governance models have emerged,among which "grid governance" is one of the most successful innovative governance models.The grid governance of rural communities fully embodies the idea of "people-centered".On the basis of respecting the wishes of farmers,improve the participation of farmers,stimulate the enthusiasm,initiative and creativity of farmers,so as to activate the endogenous power of grass-roots governance.The participation of multiple subjects and the application of modern information technology have improved the level of rural community governance to a greater extent.Yongcheng city is located in the east of Henan Province.According to the actual situation,the implementation of the "five + five" grid governance model in rural communities has achieved some results,but there are still some problems.This paper puts forward countermeasures and suggestions for the problems to improve the governance level of rural communities in Yongcheng city.This paper,on the basis of the analysis of the present situation of grid governance at home and abroad,the use of participatory governance theory,collaborative governance theory,seamless government theory such as public management theory,combined with the yongcheng rural community "five + five" grid governance model of case study,using literature research,field research and case analysis method,this paper introduces the yongcheng rural community grid governance currently adopted to establish "five" grid mechanism,implement "five star" grid work measures and achieve some results,such as achieve effective close ties with the masses,effective governance network more comprehensive and effective,public service ability,etc.After combining the in-depth analysis of the research data and the working data,Found the problems in the "five + five" grid governance practice,For example,the grid division is large,the participation of multiple subjects is not high,the construction of grid team is not perfect,the information interaction is not smooth,Then we analyze the causes of the problem,If the special circumstances of rural communities are not fully considered,the importance of the participation of multiple subjects is ignored,the lack of personnel selection and training mechanism,and the construction of information platform is backward,And by learning from domestic Zhoushan,Zhejiang province,In Pingyao,Shanxi Province,Advanced experience of grid governance of rural communities in Chawan,Anhui province,If carrying out grid governance according to local conditions,We will promote the synergy of multiple governance entities,establish sound institutions and systems,and strengthen the construction of integrated information platforms.On this basis,according to the actual situation,put forward the countermeasures to strengthen yongcheng rural community grid governance,such as optimizing the governance of rural community grid of the overall planning and security ability,promote multiple subject collaborative governance,build professional rural community grid governance team,strengthen the construction of rural community grid governance platform,etc.,to further improve the "five + five" grid governance mode.
