Study On The Countermeasures For Optimizing The Business Environment Construction In Songjiang District Of Shanghai

Development is the absolute principle,and the business environment is an important indicator of the degree of economic development in a region.In recent years,policies and measures have been introduced from the central government to local governments to support the construction of business environment around the country.This work has gradually become the focus of the government.With the implementation of the government departments,good results have been achieved.The author obtained a lot of authentic and reliable information and materials by consulting various kinds of literature and combining with questionnaires.On this basis,using literature research method,case analysis method,comparative research method,questionnaire survey method and other research methods,Xiaokunshan Town,Songjiang District,is selected as the research object.Based on the theory of service-oriented government,starting with the three characteristics of the theory,namely,people-oriented,providing public products and services,and low-cost and efficient government,the paper analyzes and studies the optimization countermeasures for business environment construction.However,there are many problems in the construction of business environment in Xiaokunshan Town,Songjiang District,including formalism,low efficiency of public services,weak ability to attract talents,and lack of public policy publicity ability.The reasons are that the working system is not perfect,the platform and team construction are missing,the supply of public products is uneven,and the management concept is relatively backward.From the perspective of service-oriented government theory,drawing on the valuable experience of other districts in Shanghai(Pudong New Area and Baoshan District)in the process of business environment construction,combined with the actual situation of Xiaokunshan Town in Songjiang District to optimize the business environment and the needs of governance goals,the author draws the following conclusions: First,improve the system supply,first introduce a comprehensive business environment construction system,and promote standardization through the system,The second is to provide high-quality public products with high standard planning and take planning as the guide;Second,to build a low-cost and efficient government,first of all,we should improve the use of financial funds as soon as possible,standardize fund subsidies,and improve fund efficiency.Second,we should deepen the reform of government services,improve services through reform,and establish an assessment mechanism to effectively improve work efficiency and promote learning through examination;The third is to improve the service level.We need to strengthen the training of government service specialists.Talents are the foundation,and we also need to be people-oriented,enterprise oriented,and service is fundamental.
