Analysis Of Government Function Reform In Optimizing Business Environment In Economic And Technological Development Zones

Since the 21 st century,the business environment has become a hot word that scholars all over the world pay close attention to.The economic soft power of a country or a region directly affects the business environment,and the business environment is also a barometer to measure the economic soft power of a country or a region.The business environment not only represents the comprehensive competitiveness of a country,but also a good business environment can promote the rapid economic development.Since 2016 China has held an annual meeting on improving the business environment,which has laid a solid foundation for implementing the Party Central Committee’s development strategy in the new era,continuing to streamline administration and delegate powers,and achieving service reform.Taking Jingkai district in Huaian as an example,guided by the new public management theory and the new public service theory,this paper first expounds the basic situation of Jingkai district and the achievements of the reform of government functions in optimizing the business environment,then,through the questionnaire and interview on the business environment construction in Jingkai district,it concludes that there are some shortcomings in the reform of the government functions in the economic development zones in optimizing the business environment,such as the backward talent team construction,the insufficient project support capacity,and the obvious weakening of the supervision function,these shortcomings are mainly caused by the talent team construction to be improved,the project support capacity to be improved,the supervision of significantly weakened to be improved and so on.Finally,on the basis of referring to the relevant experience at home and abroad and combining with the practice of economic development zones,it is put forward that the talent construction should be improved,that “talents should be recruited” should be carried out,that the allocation of factors should be overall planned,and that the foundation for development should be consolidated,we hope that these measures will play a positive role in the construction of business environment in Jingkai district.
