| A good business environment is an important foundation for a region to achieve high-quality development goals,reflecting its cultural soft power and competitiveness.On October 16,2022,the report of the 20 th National Congress of the Communist Party of China mentioned "optimizing the development environment of private enterprises,protecting the property rights and entrepreneurial rights of private enterprises in accordance with the law,promoting the development and growth of the private economy.Deepening the streamlining of administration and delegating powers,combining decentralization with management,optimizing service reform,improving the basic system of market economy such as property rights protection,market access,fair competition,and social credit,and optimizing the business environment".At present,there is relatively more research on the business environment at the provincial and municipal levels,while there is less research and analysis on the district and county levels.This article takes the local grassroots administrative units(flag county level areas)as the research perspective,selects Shiguai District as the research object,uses literature analysis method,consults and studies relevant literature on optimizing the business environment,obtains relevant theories and concepts,and combines questionnaire survey method with interview method to understand and grasp the current situation of Shiguai District government in optimizing the business environment,which is that economic development is improving,and the government provides guarantee services Optimize government work,strengthen enterprise communication,etc.Using service-oriented government theory and administrative efficiency theory for research,it was found that while Shiguai District has taken measures to optimize the business environment,there are also some problems,mainly including weak policy implementation,difficulties in talent cultivation,insufficient legal supervision,inadequate government services,and incomplete transformation of government functions.The reasons for these problems are unscientific business environment policies,insufficient conditions for attracting and retaining talents Difficulty in implementing supervisory functions,unclear departmental responsibilities,etc.By identifying the causes of the problems,targeted suggestions are proposed to strengthen the formulation and interpretation of business policies,create an environment to attract talents,comprehensively improve supervision level,enhance approval service level,and accurately position government functions. |
