The party’s 20th National Congress report pointed out that the negative list of foreign investment should be reduced reasonably,the rights and interests of foreign investors should be protected according to law,and a first-class business environment should be created.A good business environment is of great significance for stimulating the vitality of market entities and promoting high-quality development.It is also an important support for market entities to respond to external shocks or challenges and enhance their competitiveness.S ince the 18th National Congress of the Communist Party of China,China has continued to deepen the reform of reform of government functions,accelerated the building of a first-class business environment,better revitalized market entities,and given a strong boost to high-quality economic and social development.Since the institutional reform in 2018,market supervision and administration departments have emerged.As the vanguard of deepening the reform of "delegating power,streamlining regulation and service",they will play a pivotal role in optimizing the business environment.On the basis of understanding the on relevant conception of optimizing the business environment and results of research countermeasures to optimize the business environment at home and abroad,This paper takes Chongqing District A Market Supervision Bureau as the main research object,According to the assessment indicators of the business environment assessment at the World Bank,national,provincial and municipal levels,combining with the new public service theory and the holistic governance theory,Using survey tools such as questionnaire survey method and interview method,We will conduct in-depth research on major aspects such as business start-up,"double random inspection and public disclosure" supervision,and intellectual property protection.First,we find the problem of the shortcomings carefully after investigation and mining,the bureau in optimizing the business environment in the practice of the problem exists in the following aspects:In terms of business start-up services,there is still a gap in service quality,service channels to be improved,and the publicity of new policies and measures is poor.In the supervision work of "double random and open",it is mainly reflected in the poor quality and efficiency of supervision work,false landing,and insufficient influence of supervision information publicity.In terms of intellectual property work,it is mainly reflected in the lack of professional ability and quality of law enforcement personnel,and the weak legal consciousness of market players in intellectual property.The above problems will hinder the rapid development of the regional business environment to a certain extent.Second,in-depth analysis of the causes of the problem,by combing the survey data and interview records,through the software to achieve graphical display,accurately find the crux of the problem,namely:The poor quality of hardware and software construction of enterprise start-up services,the imperfect supervision mechanism of "double random and one public",and the lagging awareness of intellectual property law enforcement and rights protection are the reasons for the preparatory work to solve related problems in the next step.The third is to find out the problems and reasons,combined with the actual work of grassroots market supervision departments,put forward a feasible solution strategy,that is,to improve the quality of business establishment service by speeding up the standardization of business establishment service and other specific measures;Through the formulation of credit based supervision plan and other specific measures to improve the "double random and open" supervision mechanism;Through the construction of intellectual property navigation platform to cultivate high-value patents and other specific measures to strengthen the application and promotion of intellectual property protection in three aspects.So as to find the best path for grassroots market supervision departments in the process of optimizing the regional business environment for reference.
