In ancient times it was said,"A sage has no constant heart,but has the people as his heart." Today there is: "The mountains are the people,and the people are the mountains." Therefore,if we insist on putting the people at the centre,we must continuously promote the well-being of the people.President Xi Jinping has repeatedly stressed that security is the most basic livelihood of the people.The people’s livelihood is linked to the people’s heart,and the people’s heart unites the people’s strength.Public safety is linked to economic development at one end and to thousands of households at the other.Therefore,to improve public safety is to enhance the well-being of the people.At present,China’s public safety is in a serious state and public safety incidents are frequent.On the one hand,China’s rapid economic and social development has led to the gathering of various resources and elements in cities,and a complex and diverse population with an accelerated rate of movement.On the other hand,under the influence of global warming,natural disasters and extreme weather are frequent.Social instability has gradually increased,which has placed higher demands on the maintenance of public security and stability.As communities are the constituent cells of cities,community safety is a prerequisite for urban stability and the foundation of national security.Therefore,community public safety is an important issue in urban governance,and improving the level of community public safety governance is the only way to maintain national security and social stability.Using community S in Zhengzhou as a specific case,this paper builds a theoretical framework for collaborative community public safety governance based on collaborative governance theory,and uses tools such as the optimised SFIC model to construct a theoretical framework for collaborative community public safety governance at five levels: starting environment,drivers,institutional factors,collaborative processes and collaborative consequences.This framework is used to identify the current state of implementation,the problems faced and the reasons behind the collaborative governance of community public safety.The main problems facing collaborative community safety governance are poor starting environment,inadequate drivers,poor institutional design,poor collaborative process and lack of monitoring and feedback on the consequences of collaboration.The deeper reasons behind these problems can be found in the poor starting environment,the lack of civic spirit and safety culture,and the lack of resource security and integration.The reasons for the inadequate driving force are the government’s lack of public safety governance capacity,the serious administrativeisation of community committees,the weak subjectivity of social organisations,the passivity of enterprises and the inadequate role of citizens’ subjectivity.Inadequate institutional design is caused by two aspects: historical and cultural constraints and insufficient theoretical basis for collaborative governance.The reasons for the poor collaborative process are the lack of goal identification mechanism for collaborative governance of multiple subjects,the lack of interaction mechanism for collaborative governance of multiple subjects,and the lack of trust mechanism between multiple subjects.The analysis of the consequences of synergy is caused by the inadequacy of the evaluation and supervision mechanism of the synergistic governance of multiple subjects and the inadequacy of the feedback mechanism of the synergistic governance of multiple subjects.Based on the above analysis,this paper proposes an optimisation strategy for the collaborative governance of community public safety.The starting environment is optimised through policy,social culture and resource protection.Optimisation of the driving factors is carried out by clarifying the roles and positioning and enhancing the capacity for collaboration.The system is optimised by balancing the interests of multiple actors and establishing incentive mechanisms;the process of collaboration is optimised by establishing a centre for collaboration.Optimise the consequences of synergy by strengthening evaluation and supervision.Through these five dimensions of optimisation,we will try to promote the participation of multiple subjects such as the government,community committees,social organisations,enterprises and community residents in collaborative governance,and promote the formation of a "small government,big society" situation,thus promoting the improvement of collaborative governance of community public safety.
