| "As the saying goes,’food is the first necessity of the people,and safety comes first in food.’Food safety is an important social issue which affects not only the health and safety of the general public,but also plays a crucial role in ensuring societal stability and security.With the rapid development of the economy,the food industry has flourished,leading to an increase in food safety incidents.The Party and government have always attached great importance to food safety,and the level of food safety governance has continuously improved.However,the role played by diverse stakeholders in regulatory coordination and governance still needs to be enhanced.How to fully leverage the synergy of diverse stakeholders and improve the level of food safety regulation is an urgent problem that needs to be addressed in the field of food safety."This article takes the collaborative governance of food safety regulation as the research object,taking Z District in J city as an example,to explore how to improve the level of food safety regulation.Firstly,based on the definition of food safety,food safety regulation,and collaborative governance of food regulation,this study reviews the research results of domestic and foreign scholars on collaborative governance of food safety regulation,using collaborative governance theory and new public management theory as theoretical foundations,to provide preliminary research foundation for this study.Secondly,this study reviewed the current status of the collaborative governance of food safety regulation in Z District in J city,using case analysis and interview methods to investigate the current status of collaborative governance of food safety regulation,and found that the overall situation of food safety in Z District presents a stable trend,but there are still problems among multiple stakeholders such as government regulatory agencies,food production and operation units,and consumers in participating in collaborative governance.These problems mainly include inadequate collaboration within the government,insufficient participation of food production and operation entities in collaboration,insufficient collaboration of the food industry association,and weak willingness of the public to participate in collaborative governance.This article further analyzes their reasons,mainly including the inadequate collaboration awareness of multiple stakeholders,imperfect collaboration mechanism,and information asymmetry among multiple stakeholders.Finally,based on the experiences of building a food safety transparent co-governance platform in Futian District of Shenzhen,Pudong District of Shanghai,and Huai’an City of Jiangsu Province,supporting the development of food safety industry associations in their jurisdictions,and guiding public participation,this article puts forward policy suggestions to improve the level of collaborative governance of food safety regulation in Z District in J city,namely to improve the government’s collaborative governance capacity for food safety regulation,enhance the self-discipline awareness of food producers and operators,support the development of food industry associations,and increase the degree of public participation in collaborative governance.It is hoped that through this study,some new ideas can be provided to improve the collaborative governance of food safety regulation in Z District in J city,and further improve governance efficiency. |
