Party Building Leads Social Organizations To Participate In The Study Of Community-level Community Governance

Since the 18 th CPC national congress,social governance has been established and developed in a truly modern sense.Community is the cell of society,and community governance is the key content of social governance.In 2017,the central committee of the communist party of China,issued by the State Council and the implementation of the opinions on strengthening and improvement of urban and rural community governance,promote the party under the leadership of the government governance and social regulation,the resident autonomy benign interaction,improve urban and rural community governance under the rule of law,scientific,fine level and organizational level,promote the urban and rural community management system and management ability modernization.In the report of the 19 th CPC national congress,it was emphasized that the construction of community governance system should be strengthened,the role of social organizations in system construction should be fully promoted,and good coordination should be achieved between government governance,social regulation and residents’ self-governance.To innovate the model of community governance and improve the system of community governance with Chinese characteristics is to meet the needs of the development of the new era,to meet the people’s growing needs for a better life,and to promote harmonious social development.However,China’s community governance started late,the governance system is still not perfect.With the development of economy and society,a series of new outstanding problems have appeared in community governance.It is urgent to explore a community governance model with Chinese characteristics,build a community governance system and improve the theory of social governance with Chinese characteristics based on China’s national conditions.Qingyuan community,supo street,qingyang district,chengdu,has explored a new governance model of "one core and multiple elements",based on "three strong",focusing on "three senses",and realizing "three changes".This paper focuses on the current hot issues of social organizations participating in community governance,takes governance theory,multiple co-governance theory and multiple core theory as research tools,adopts social investigation method,case analysis method and comparative research method,and takes qingyuan community in supo street as an example to carry out the research.Based on the analysis of the "one core multiple" structure,the leading function of the party construction,and the multiple co-governance function,this paper puts forward the three-dimension model of the "mitsubishi cone" network structure of the "one core multiple" governance model,and expounds the functional orientation of each governance body in detail.And summed up the governance effect of qingyuan community: first,the community public value can be rebuilt;Second,the effective cultivation of community citizenship spirit;Third,the community public needs are fully met;Fourth,the rapid improvement of community democracy;Fifth,the stabilization of community social capital.Conclusion radical Su Po street community "a nuclear multivariate" community governance,on the basis of advanced experience,draw lessons from Singapore,the United States,Japan,Shanghai jing ’an district wenzhou lucheng,chengdu high-tech zone model,etc.,and puts forward the perfect party construction of chengdu lead social organizations to participate in community governance countermeasures and Suggestions: one is to stick to the party leading,promoting party construction group;Second,to ensure diverse participation and build a platform for development;Third,we will strengthen policy support and improve institutions and mechanisms.Research conclusion of this paper can offer reference value for other domestic similar community governance,and contributed to "a nuclear multivariate" governance theory connotation and value,will help to put forward the guidelines and policies of community governance,promote the elaborating management theory system construction,to build and perfect the social governance theory with Chinese characteristics and national governance system,and promoting the modernization of management ability.
