Research On The Role Of Urban Community Grass-roots Party Organizations In Community Governance

Along with our country reform and open policy and the deepening of the urbanization,the urban community party organizations at the grass-roots level in the community governance problems also gradually increased,in this paper,according to the spirit of the party’s relevant documents and the problems existing in the community governance,and draw lessons from the domestic related theory research results,around the party and the change of social relationships,in line with the "question"-"problem analysis"-"problem solving" logical train of thought,through in-depth analysis of the role of urban community grass-roots party organizations in community governance of the general theory and the role play to face the reality of the problem,To explore the realization route and implementation strategy of giving full play to the role of party organizations at the community level in community governance.The main contents are as follows:The first chapter starts with the general theory of community and community governance and explores the multiple subjects of community governance.At the same time,by simply introducing the meaning of grassroots party organizations,this paper expounds the four major characteristics of grassroots party organizations in urban communities:regionalism,sociality,mass character and comprehensiveness.As a basic analysis framework of the role of the party organizations at the community level in community governance,this paper provides a theoretical basis and an analytical approach for further exploring the status quo,problems and development paths of the role of the party organizations at the community level in urban community governance.The second chapter discusses the role of party organizations in community governance.This paper introduces the leading core,serving the masses,coordinating and integrating the functions of the primary party organizations in the community governance,and discusses the necessity and main contents respectively.The third chapter according to the changing of the new situation,analyzes and summarizes the our country city community party organizations at the grass-roots level play a role in community governance the problem: the city community party organizations at the grass-roots level central role was not fully play,urban community services to the masses of grass-roots party organizations in place,the urban community party organizations at the grass-roots level integrating community resources ability insufficiency,the urban community party organizations at the grass-roots level in some residents lack of identity.Also from the community grass-roots party organization is the "dual" controls "inertia" thinking,"dissecting the" slow "unitary" governance model transformation,a single service consciousness and service way,the party member cadre’s overall quality and ability is not high,lack of community party organizations at the grass-roots level to the residents participate in community governance culture guide aspects analyzes the reasons behind the problem.According to the problems existing in the role of grassroots party organizations in community governance,the fourth chapter puts forward the practical ways to solve the problems.Strengthen the party organization service consciousness,improve the service way;Improve the quality of community party members and cadres,enhance the ability of party organizations to perform their duties;Build community spirit,strengthen party organization cohesive force.
