Research On Influencing Factors Of Local Government Response Online Public Opinion Effect ——Based On 40 Public Emergency

With the rapid development of economy,the iteration of Internet technology has improved the level of information society in China.At the same time,with the continuous improvement of the resident quality,people are willing to express their opinions with various social phenomena.Especially,people often using the Internet to give thier opinions in cyberspace.In this cases,noise and Information fragments are full of cyberspace,the local government face more challenges compare with the past several years.At present,the governments at all levels have gradually realized the importance of responding to public opinion on the Internet,especially when the public emergencies occurs,vocalizing and responding to the incident can not only promote the resolution of the incident,but also improve the trust and satisfaction with the government for the public,and enhance the governments credibility.Under the guidance of political system theory,silent spiral theory,and agenda setting theory,this paper uses case study method,literature research method,qualitative comparative analysis method,and combs the domestic and foreign research results to study the influencing factors that the local government response to online public opinion.Based on the theme of the research,this paper select forty cases that covering four types public emergencies,and then through the “input-output-feedback” framework,choose six conditional variables,include event types,the event occurred place,the communication subject,the information receiver,Information feedback and communication channels.Baidu search index of events is selected as the result variable.Based on the collected data,fs QCA3.0 software is used for qualitative comparative analysis,and the corresponding research is carried out on how the combination of different factors and conditions in the development process of sample case events affects the effect of public opinion response.The research results show that the communication subject,information receivers,and information feedback have important influence on the response to public opinion.Based on the above results,from the perspective of local governments,this article put forward relevant suggestions to improve the effectiveness of local governments to respond to online public opinions,focusing on the three aspects,include updating the public opinion response concepts,improving public opinion response capabilities,and optimizing public opinion response environments,in order to provides certain ideas and guidance to local governments so that the government can build an orderly Internet society and maintain social stability.
