Research On The Policy Implementation Of Financial Support For The Economic Development Of Towns And Villages In G City,Guangdong Province

In June 2020,General Secretary Xi Jinping pointed out when he inspected the Ningxia Hui Autonomous Region: It is necessary to consolidate and improve the effectiveness of tackling key issues,and promote the smooth and effective connection between the comprehensive poverty alleviation and wealth alleviation work and rural revitalization work.In order to consolidate and improve the effectiveness of targeted poverty alleviation work in Guangdong province and achieve a smooth transition from this work to rural revitalization,Guangdong Province has implemented the new assistance model of "helping towns and villages by staying in towns" since 2021,and is committed to promoting the realization of common construction,governance and beauty in the majority of towns and villages in the province through the establishment and stable growth of financial investment guarantee mechanism.In recent years,G City has implemented an active fiscal support policy for agriculture,and has invested more than 10 billion yuan of financial funds for many years to reduce the economic burden of villages and towns and enhance the endogenous development momentum of villages and towns.In this context,it is of positive reference significance and practical value to summarize the implementation status of G City’s financial support for the economic revitalization of towns and villages,and explore the feasible ways to solve the difficulties of rural collective economic development.This study focuses on the theme of implementing active fiscal policies to support the economic development of towns and villages in G city.It defines relevant concepts such as economically underdeveloped towns,economically underdeveloped villages,collective operating total and net income,and the connotation of financial support for the economic development of towns and villages.It explores the compatibility between the Smith policy execution model and this study,and constructs a relevant policy execution analysis framework based on the Smith policy model and the actual situation in G city,By using methods such as on-site interviews and survey questionnaires,this study analyzes and explores the problems and causes of the implementation process of G City’s financial support for the economic development of towns and villages from four aspects: the policy itself,the executing agencies of the policy,the target groups of the policy,and the implementation environment of the policy.Measures such as improving policies,strengthening the construction of executing agencies,correcting cognitive biases,and improving supporting environmental factors are proposed,In order to enhance the external and internal driving forces of policy implementation,promote rural revitalization and coordinated development of regional economy,and optimize policy implementation effects,we hope to provide thinking and reference for the government to use fiscal support for agriculture policies to drive rural economic revitalization work.
