County Study On The Governance Strategy Of Multi-Subject Cooperative Participation In Urban Old Residential Areas

The report to the Party’s 20 th National Congress called for "improving the system of social governance,improving the system of social governance featuring joint contribution,joint governance and shared benefits,and enhancing the effectiveness of social governance." At present,our country is in the late stage of rapid development of urbanization,and city construction pays more attention to the transformation of multi-dimensional urbanization as livable,industry and tourism.The quality of living environment is directly related to the people’s intuitive feeling of governance.To innovate and develop a city,it is necessary to pay attention to all aspects of grassroots public governance.Under the new situation,in order to fully reflect the idea of people-centered development,improve residents’ satisfaction,and improve urban infrastructure and public construction,the governance of old residential areas has become a key link of urban development.Compared with the newly built residential areas with high buildings,strong sense of modern science and technology and modern style in urbanization,the old residential areas in urban areas have the phenomenon of the transfer of advantageous industries and underdeveloped tertiary industry due to the excessive debts,outdated facilities and dilapidated environment.In recent years,under the guidance of the idea of building a social governance community of "everyone has responsibilities,everyone is responsible and everyone enjoys",the governance of old residential areas has achieved preliminary results.However,there are still many problems in the management of old residential areas due to the influence of factors such as long construction time and backward infrastructure.This paper,by reading a large number of domestic and foreign literature,takes the W community of Pingliang City as the research object,and studies and analyzes the relevant situation of the governance of the urban old community of W community of Pingliang City.According to the feedback of residents,neighborhood committee,street office staff and property management in W community of Pingliang City in the interview survey and questionnaire survey,the problems existing in the governance of the urban old residential area in W community of Pingliang City under the collaborative participation of multiple subjects were found out and the influencing factors were deeply analyzed.Finally,combining with the theoretical research,the paper puts forward the useful operational strategies for the governance of the old residential area in W community of Pingliang City.
