Study On Governance Of Old Residential Areas In N District Of Harbin City

At present,China is in the middle and late period of rapid urbanization,and the urban development has shifted from pursuing quantity to improving quality and efficiency.Under the new situation,in order to improve the satisfaction of residents and improve urban public facilities,the governance of old residential areas in the city has become the top priority of urban development.In recent years,the effect of the governance of the old community has achieved initial results and been welcomed by the masses.However,due to the influence of various factors,there are still many problems in the governance of the old community.Therefore,it is urgent to study the governance of old residential areas in cities.Studying the governance of the old district can improve the governance efficiency of the old district,improve the governance effect of the old district,and promote the modernization of the governance of the old district.At the same time,China’s grassroots governance system should be improved to continuously meet the growing needs of residents,provide residents with satisfactory services,and enhance their sense of happiness and belonging.According to the governance status of old residential areas in N District of Harbin,this paper takes the old residential areas in N District of Harbin as the research object and has a deep understanding of the governance status of old residential areas in N District of Harbin through literature research method,questionnaire survey method and in-depth interview method.Through the investigation on the governance of old residential areas in N District of Harbin city,it is found that there are four problems in the governance of old residential areas: insufficient participation of multiple governance subjects,single governance fund raising channel,imperfect mechanism guarantee,and emphasizing quantity over service.Therefore,in this paper,John d.donahue and Richard j.zekihauser cooperative governance theory as a perspective,from the diversity of the participants,multi-party sharing discretion,the guarantee of the cooperation mechanism,the responsibility of the government leading four aspects research N in Harbin area,the reason of the problem existing in the old village governance,solve the old village governance dilemma,with the aid of cooperative governance theory,Based on the new perspective,the paper finally puts forward the governance path of the old community from four aspects: improving the action efficiency of the multi-governance subjects,establishing the governance fund sharing mechanism,improving the governance main body cooperation mechanism of the old community,and giving full play to the overall leading role of the grass-roots government.
