In recent years,with the continuous advancement of urbanization,the problem of old urban communities has attracted more and more attention.Due to the early completion of old residential areas,most of them have problems such as poor infrastructure and incomplete community service facilities.The transformation of old residential areas is not only the strong desire of the masses,but also an important project related to people’s livelihood.In recent years,local governments have begun to carry out the transformation of old urban communities,which has been widely welcomed by the masses.However,due to the complex situation of the old community and the diversified needs of residents,it only depends on a single government force and can not complete the transformation needs.The transformation mode has changed from the past government as a single subject to the joint governance of government departments,residents and social forces.Therefore,how to fully mobilize the enthusiasm of residents to participate,maintain the overall balance of interests of multiple subjects,and establish a long-term management mechanism is of great significance to improve the transformation capacity and modernization of old urban communities.Nanning has actively explored the transformation of old urban communities,actively promoted the completion of the transformation work,and achieved good results.This paper takes the reconstruction of old residential areas as the background,collects and analyzes relevant literature and other materials,and comprehensively combs the relevant research on multi-agent collaborative governance.Based on the current situation of the transformation of old residential areas in Nanning and the relationship between the subjects involved in the transformation,combined with the theory of multiple governance and collaborative governance,this paper summarizes the dilemma of collaborative governance of various subjects from four aspects: fundraising,interests of multiple subjects,supervision responsibility and longterm management,and analyzes its causes.By learning from the excellent experience of the transformation of old residential areas at home and abroad,this paper puts forward some countermeasures and suggestions,such as innovating and establishing a diversified fund-raising mechanism,improving the interest balance mechanism,strengthening the supervision responsibility mechanism and building a long-term management mechanism,so as to solve the dilemma of coordinated governance of multiple subjects in the transformation of old residential areas.
