The renovation of old residential areas is a major issue in urban construction in China,which has significant practical significance in improving urban quality,improving people’s livelihoods,and promoting sustainable urban development.With the issuance of the "Notice on Doing a Good Job in the Renovation of Old Residential Areas in 2019" by departments such as the Ministry of Housing and Urban Rural Development,the National Development and Reform Commission,and the Ministry of Finance in April 2019,the renovation of old residential areas nationwide has also been carried out in an orderly manner.Continuously exploring and excavating the problems existing in the renovation process of old residential areas,optimizing the renovation process,and comprehensively achieving the renovation goals and effects are of great significance.This article takes the renovation practice of S Street’s old residential area in Wuhan as an example,and conducts research on the collaborative governance issues faced in the renovation of S Street’s old residential area through case analysis,field investigation,and interview methods.Based on the theory of collaborative governance,a deep analysis is conducted on the governance status of various collaborative governance entities,clarifying the responsibilities of government,enterprises,residents,and other entities to participate in governance,and analyzing the interaction relationship between each entity,Exploring the current situation of collaboration from the perspective of subject collaboration mechanism,revealing the problems it faces in the governance process,and analyzing its causes.On this basis,corresponding countermeasures and suggestions are proposed to enhance synergy and transformation effectiveness.Based on the theory of collaborative governance,the author focuses on the impact of collaborative governance entities and mechanisms on the renovation of old residential areas.First of all,from the dimension of the main body of collaborative governance,analyze the problems of the three main bodies of government,enterprises and residents involved in the transformation of old residential areas in the collaborative governance.Specifically,the prominent problems of the government main body are reflected in the dominance of the bureaucracy operation mode,the problems of the enterprise main body are reflected in the difficulty in controlling the process of participating in governance,and the problems of the residents main body are reflected in the low degree of participating in governance.Secondly,from the perspective of collaborative mechanisms,this article focuses on analyzing the shortcomings of supervision and feedback mechanisms,information disclosure mechanisms,and long-term management mechanisms in the renovation process of old residential areas.Based on the above analysis results,this article proposes corresponding optimization suggestions from the dimensions of collaborative entities and mechanisms.On the one hand,emphasis should be placed on subject collaboration.Firstly,it is necessary to strengthen multi departmental collaboration and optimize public sector functions.Secondly,it is necessary to strengthen collaborative enterprise linkage.Finally,it is necessary to strengthen resident subject collaborative governance and guide residents to actively participate.On the other hand,it is necessary to improve collaborative governance mechanisms,especially mechanisms such as supervision feedback,information disclosure,and long-term management,in order to better promote the renovation process of old residential areas,improve renovation efficiency,and maximize public interests.
