| Since the reform and opening up,China’s economic development has made tremendous progress,and the people’s demand for the quality of their living environment has become increasingly higher.However,due to historical reasons,most of the early residential communities in China were not equipped with elevators,which caused great inconvenience in daily travel for the people.Installing elevators in old residential areas has become one of the most direct and effective ways to solve this problem,especially as the population ages and urban development requires aging-friendly renovations for older neighborhoods.To this end,numerous policies and regulations have been introduced from central government to local government to encourage the installation of elevators in old residential areas.However,the process of installing elevators in old residential areas involves numerous entities and a complex workflow,with long construction periods.Different entities often clash over different profit needs,and these conflicts and disputes have created enormous obstacles to the progress of elevator installation in old residential neighborhoods.In this regard,this thesis will study conflict resolution in the process of elevator installation in L District from the perspective of collaborative governance,summarize the problems that exist in the conflict resolution process,explore the reasons for the problems,and finally provide corresponding recommendations for optimizing the pathway,and therefor contribute to primary-level governance conflict management.This thesis takes the conflict resolution of elevator installation in L District’s old residential neighborhoods as its research object,investigates the problems in conflict resolution associated with elevator installation,conducts a causal analysis and in the end,combines the theories of collaborative governance,social conflict,and L District’s specific characteristics to propose targeted recommendations.There are six parts in it:the introduction addresses the background and significance of the study,reviews the current domestic and international research status,and introduces the research content,methods and key points;Chapter One defines relevant concepts and provides a general explanation of the main theories involved,including collaborative governance,new public service theory,and social conflict theory;Chapter Two introduces the current situation of conflict resolution for elevator installation in L Districts’ old residential neighborhoods,including their basic conditions,the main conflicts encountered during installation,and the basic situation of conflict resolution;Chapter Three analyzes the problems that exist in the process of conflict resolution for elevator installation in old residential neighborhoods,segmented by government,community,and residents as three different entities;Chapter Four examines the reasons behind the problems that exist for each entity;and Chapter Five,based on the problems summarized and causal analysis,puts forward the countermeasures to address the constraints encountered in conflict resolution during elevator installation in old residential neighborhoods.In order to solve the daily travel problems of the people and enhance their happiness and sense of gain in daily life as soon as possible,and to use social governance theory knowledge in combination with the actual situation of the installation of elevators in old residential areas in L District,the author believes that the government needs to clarify its functional positioning,improve the accuracy of policy supply,and promote the effectiveness of collaborative governance.The community should fully play to the role of multiple subjects,expand the conflict resolution team and cultivate and develop community social organizations.Residents should improve their autonomy and pay attention to expressing individual interests. |
