Research On Rural Community Consultation Governance In Suqian City

Consultative governance is a governance approach in which citizens participate in public affairs management through relatively fixed processes in the form of equal dialogue.China’s deliberative governance originates from deliberative politics and deliberative democracy,which combines the Chinese characteristics of Socialist Democracy.It is a democratic governance based on the rational participation of citizens,a vivid description of the Party’s fundamental work line of "coming from the masses,going to the masses",and has strong governance effectiveness.At present,the economic and social development and transformation speed of rural areas in China is accelerating,the flow of population and various resources is intensifying,and grassroots social governance is relatively weak.Consultative governance has become an inevitable requirement for rural communities to adapt to the main contradictions and changes in society,and to respond to the new needs and expectations of the people.As a farming community,S community in Suqian has developed rapidly in recent years,and villagers’ democratic consciousness has gradually awakened,which puts forward higher requirements for Community Governance.S Community has innovatively carried out two rural community negotiation and governance models,namely "Square Night Talk" and "Democratic Conference Hall",and has achieved rich governance experience and good results.It can provide a typical case for studying the problems,causes,and solutions of rural community negotiation and governance in Suqian City.In the process of practice and research,it is found that the rural consultative governance represented by community S also has many problems,such as unbalanced participation of multiple subjects,serious brain drain of rural elites,increasingly rigid offline negotiation mode,and insufficient effectiveness of consultative governance,which leads to the failure of consultative governance to play its due role in rural areas of residential cities and affects the effectiveness of rural Community Governance.In order to improve and enhance the mechanism of rural community consultation and governance in Suqian City,by combining governance theory and consultative democracy theory,we deeply analyze the operation mode,effectiveness,existing problems,and reasons of S community consultation and governance.It is concluded that only by strengthening deliberative abilities,cultivating local talents,synchronizing offline and online,and leading governance through party building can we further stimulate the effectiveness of rural community negotiation and governance in Suqian City,and promote the continuous improvement of the modernization level of grassroots governance.
